Description: The USPFO for Nebraska intends to issue an Invitation for Bid (IFB) to solicit prices to award a firm fixed-price, lump sum contract for construction services, non-personal to provide for all labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the Repairs Maintenance Hangar, PN: NGCB 962290. Specifications and Drawings dated January 3, 2008. this is the same project that was previously bid on February 8, 2008 and cancelled due to no funds. Funds have been received in state and this project will be awarded if the bids are withing dollars available. Contractors who have plans and specs dated January 3, 2008 can use those same drawings. The new solicitation shall be used for submittal of the bid. Elements of work include, but are not limited to: The contractor will be required to work within the phasing requirements of the project in order to maintain accessibility to the shops and hangar as required by the base. Site work for this project includes pipe and wall demolition, earthwork, concrete, and asphalt. Electrical, mechanical, plumbing, fire suppresion system, remodel of office spaces, exterior brick work, and storefront windows and doors. Contract performance period for construction services is 270 calendar days after Notice to Proceed is acknowledged. IAW FAR 36.204, the estimated price range is less than $3,000,000.00 which is also the statutory cost limitation for SRM Funds. The contract will be awarded under sealed bid procedures per FAR Part 14 as specified in the solicitation. Standard Industrial Classification (SIC) is 1541. North American Industry Classification System (NAICS) is 236210. The size standard for small businesses is $31 million annual receipt for the past 3 years. A single award is contemplated. Failure to submit a bid on all items shall result in rejection of the bid. This action is being procured on an UNRESTRICTED basis in accordance with the Small business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). HUB-Zone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan shall be required if the contractor is a large business and must be submitted iwth the bid, or the bid shall be REJECTED. The tentative date for issuing the solicitation is on-or-about 9 May 08. A pre-bid conference is set for 29 May 2008, 10:00 a.m. local time at the Lincoln Base Civil Engineering Classroom located on the Air Base at 2445 West Furnas Ave, Lincoln, NE. All interested contractors may attend and are required to adhere to admission requirements to the base. The solicitation closing date is scheduled for June 17, 2008, 1400 hours. Refere to the solicitation for changes to dates and times. All parties submitting a bid must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov thorugh www.fedbizopps.gov. For security reasons, all potential bidders, plan rooms and printing companies are required to register in the Central Contractor s Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site.
