Description
This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA209) to issue orders under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. PMA209 intends to task Rockwell Collins with the following: to perform a built-in test (BIT) demonstration of the RT-1939(C) ARC-210 radio to accurately identify inserted faults; to perform an environmental test characterization of the RT-1939(C) ARC-210 radio to assess its ability to satisfy the F/A-18E/F and EA-18G series aircraft shock and vibration profiles hard mounted in Bay 3R; to provide integration kits for platform labs to assess the technical impact of migrating to the RT-1939(C) ARC-210 radio; to implement a Pre-Planned Product Improvement to incorporate revised UHF satellite communications protocols and related design considerations into the RT-1851(C), RT-1851A(C), and/or RT-1939(C) ARC-210 radios; and to provide a feasibility study on implementation of MIL-STDs 188-220D and 47001D in ARC-210 radios. The efforts shall encompass all Program Management aspects, Engineering, Hardware Development and Software Development, Testing, and Data Deliverables. As Rockwell Collins is the sole developer of the ARC-210 radio and maintains the proprietary rights to this radio, it is the only source capable to provide the requested efforts. These efforts will be required through 31 May 2011. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
