- This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-08-Q-80083 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-25. The NAICS Code is 423430 and the Small Business size standard is 100 Employees. This sole source announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to Qualcomm, Inc., San Diego, CA. The Volpe National Transportation Systems Center (Volpe Center) on behalf of the Transportation Security Administration (TSA), has a requirement to perform a range of Surface Transportation Security Technology Assessments (STSTA). Task 2, Bus Communication and Control (BusC2) is a follow-up to proof of concept tests reported in Final Report Bus Communications and Control Proof of Concept Demonstration Test, dated September 8, 2006, Vehicle Immobilization Technologies (VIT) Demonstration Tests Trip Report dated February 27, 2007, and Vehicle Immobilization Technologies: Best Practices for Industry and Law Enforcement Final Report, dated November 2007. This requirement is for the installation of Vehicle Immobilization devices on five buses; communication service, training and technical support during field operational testing will be provided by the Volpe Center and deinstallation of these devices at the completion of the tests. The following tasks have been arranged to conduct the Field Operational Tests (FOT) with the San Diego Metropolitan Transit System (MTS): Task 1: The contractor shall provide the vehicle immobilization technologies required to perform the Field Operation Tests on five buses provided by MTS. This will include the communications, GPS and mounting devices and equipment; Task 2: The contractor shall perform the installation of the equipment and at the conclusion of the FOTs, the contractor shall perform the de-installation of the equipment. As agreed in meetings with SD MTS, the contractor shall perform the installation and de-installation activities on weekends only during the course of a single weekend; Task 3: The contractor shall provide 5 MK5 devices and provide for their installation and de-installation. These shall be scheduled with the installation and de-installation activities in Task 2; Task 4: The contractor shall provide communications services for up to six months; Task 5: The contractor shall provide system training on the equipment, training shall not exceed six four hour sessions; Task 6: The contractor shall provide a Field Engineer for system troubleshooting and for support during tests and drills; Task 7: The contractor shall provide general project management support including presentations of the technology to stakeholders(police, emergency responders, and union representatives), on hand participation during testing and drills and participation in development of draft and final reports. The contract line items (CLINs) are as follows ? CLIN 0001, Qualcomm system hardware, 5 OmniTRACS with iGPS, panic button, mounting bracket and cables: 1 EA $______________; CLIN 0002, OmniTRACS installation and de-installation: 1 EA $______________; CLIN 0003, MK5 and Installation, M5K-T: 1 EA $_____________; CLIN 0004, OmniTRACS Service Fees (6 months), VCC Application, Satellite enhanced plan (180 Messages per month per bus), QTRACS portal, communications link, 1 EA $_____________; CLIN 0005, System Training, 1EA $_______________; CLIN 0006, OmniTRACS engineering support, 1 EA $_______________; CLIN 0007, Project Management. 1 EA $__________________. The period of performance for CLINs 0001 through 0007 is from date of award through December 31, 2008. This proposed action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. FAR 52.212-1, Instruction of Offerors-Commercial Items is hereby incorporated by reference; the Offeror must complete the Offeror Representations and Certifications required in FAR 52.219-1 by using the Online Representations and Certifications Application (ORCA) at the following website: http://orca.bpn.gov. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA. FAR Clause 52.212-4, Contract Terms and Conditions ? ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
