Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB) plans to procure on a sole source basis in accordance with FAR 13.106-1(b)(1) with Vanderbilt University Medical Center, 1455 Research Blvd., Rockville, MD 20850 to aliquot and ship serum samples of 2,000 people. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. Period of Performance: Performance shall be one (1) year from date of award. The purpose of this requisition is to aliquot serum specimens from 2,000 African Americans and Whites. The contractor shall provide a dataset including a baseline questionnaire of the serum samples linking the questionnaire data. The purpose of this study is to look for evidence of elevated risk of monoclonal gammopathy of undetermined significance (MGUS) among obese persons, GEB will conduct exploratory analyses, using available information (from the parent study, the Komen study on obesity) on serum biomakers (including IGF-1, IGF-2, IGFBP-3, leptin, adiponectin, C-peptide, HbAlc, lipid profile, direct LDL, and C-reactive protein [CRP]) and SNP-based markers for selected genes (including : IGF1, IGF2, IGFR, IGFBP, IL-6 and IL-6R), which may be important in MGUS and Multiple Myeloma (MM) development. The Vanderbilt University Medical Center has the only known large-scale population-based study with access to serum and questionnaire data on individuals with low socioeconomic index in the U.S., including Whites and Blacks. They have unique information on serum biomarkers associated with obesity determined in these individuals. There is no other known study in the world stratified by race, obesity and socioeconomic status. Only they possess the biologic specimens to be studied and are therefore uniquely qualified to perform the requested services. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on June 2, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
