- Description
- The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends toissue Request for Proposal (RFP) No. N66001-08-R-0115, for DefenseInformation Systems Agency (DISA), for the award of an IndefiniteDelivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) Contract toprovide NECC Systems Engineering support services. NECC will be a single jointC2 system that allows seamless integration of information for the Chairman,Joint Chiefs of Staff (CJCS), the Combatant Commanders (COCOMs), and themilitary services providing joint and multinational operations. The systemsupports the President, Vice President, Secretary of Defense, CJCs, COCOMs,and military services by providing synchronized operations from dispersedlocations and provides joint Command, Control, Communications, Computers,and Intelligence (C4I) to support the entire force projection cycle. Theobjective of this effort is to support all NECC Systems Engineering activitiesassociated with the NECC Increment 1 capabilities. It also includes initiationofSystems Engineering activities for the preparation of Increment 2capabilities.The NECC Systems Engineering support services include the following:Requirements Analysis, provision of baseline products, update andsustainment of the SE repository, traceability of materials solutions totechnicalrequirements, improvement to NECC SE processes, SE documentation,integration of Capability Modules (CMs) into a Service Oriented Architecture(SOA), configuration management support, technical operations support,logistics support, test and evaluation support, training support, modeling andsimulation support, security engineering, and related NECC systemsengineering support. The contract Period of Performance is estimated at 5years (24 month base; one 3-year option). The estimated level of effort(including option) is 451,360 hours. This is a full and open acquisition,anticipated to result in the award of a Multiple Award Contract (MAC). TheNAICS code for this procurement is 541512. There is no incumbent for thisprocurement. A Bidders Mailing List will not be established and hard copies ofdocuments will not be provided. The solicitation will only be availableelectronically on the Space and Naval Warfare Systems Command E-CommerceWeb Page at https://e-commerce.spawar.navy.mil under SSC San Diego -Open Solicitations. Any amendments, when issued, will also be available onlyon this web site. Matters posted on the web site are not terms of thesolicitation unless the solicitation is written or amended to include suchmatters. FIRMS ARE ENCOURAGED TO REVIEW THE WEB SITE REGULARLY FORUPDATED INFORMATION. Issuance of the solicitation is estimated for mid June2008. See attached draft SOW.
