Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-07-T-5314, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. NAICS 562213 applies. The Small Business Competitiveness Demonstration Program is not applicable. This is a small business set-aside. The Contractor shall provide all labor and tools (other than special tools) required to accomplish disassembly of the sludge and waste incinerator, removal of steam coils, removal of failed refractory, inspection, preparation, installation of new refractory, re-installation of steam coils, reassembly and test of the incinerator. For estimating purposes, assume three qualified boiler technicians and two riggers/laborers will be required for a period of 10 consecutive days. All work shall be done under the direction and supervision of a qualified Atlas Incinerator A/S technical representative. The contractor is responsible for providing a qualified Atlas Incinerator representative to provide supervision for this task 7.2Secure and tag out boiler electrical power and fuel supply, feed water supply, and steam discharge valves for the duration of the work. 7.3Hot wash and remove all waste from the sludge tank and dispose of the sludge as required for the applicable state/international regulations for the disposal of hazardous waste. 7.4As directed by the technical representative, disconnect, remove, and set aside any piping connections considered interference. All piping ends exposed by removals shall be sealed to prevent any ingress of foreign matter and debris. Re-install all piping removed as interference when work is complete. 7.5Clean and gas free the sludge tank and the incinerator room and certify for “hot work”. 7.6Replace the refractory as follows: 7.6.1Remove the steam coils and other interferences as necessary to gain access to the refractory to be replaced. 7.6.2Remove the failed refractory. 7.6.3Prepare the incinerator for installation of new refractory. 7.6.4Install the new refractory. 7.6.5Re-install the steam coils and other interferences removed under 7.7.1. 7.6.6Re-assemble the boilers. 7.6.7Assist the service engineer in the performance of hydrostatic and operational tests of the incinerator. 7.7Inspection/Test 7.7.1Upon completion of re-assembly, hydrostatically test the incinerator to 1.25 MAWP. 7.7.2Upon completion of a successful hydrostatic test, operationally test each boiler. The operational test shall verify the operation of all controls and other components disturbed in the course of the work. 7.7.3All inspections and testing shall be performed in the presence of a USCG and ABS representative. 7.8Painting: 7.8.1Prepare, prime and paint all disturbed external surfaces of the boilers as directed by the L&E Steamtech service engineer. 7.8.2Paint all other disturbed surfaces to match the surrounding areas. 7.9Manufacturer’s Representative: 7.9.1In accordance with paragraph 7.1 7.10All work on the incinerator shall meet USCG and ABS requirements. 8.0GENERAL REQUIREMENTS: None Additional Addendum to 52.212-1 Instructions to Offerors-Commercial Items: The contractor shall provide the following pricing breakdown with their quote: TRAVEL AND PER DIEM Round trip coach airfare: $__________ times number of personnel __________ = __________.
