- The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement at the San Diego National Wildlife Refuge Complex (San Diego County) near Jamul, California for hazard fuel reduction treatments. San Diego National Wildlife Refuge is located in San Diego County near the community of Jamul. Refuge lands are managed by the Department of Interior U.S. Fish & Wildlife Service (FWS). Most refuge lands are within the wildland-urban interface. Hazard fuel reduction treatments in these areas target non-native invasive species, many of which increase fire hazard, increase the risk of wildland fires spreading to adjacent developed areas, and significantly decrease wildlife habitat quality. Because most of the target species are able to resprout after cutting, the fuel reduction treatments must be accompanied by herbicide application to inhibit regrowth. Follow-up treatments are typically required for several years after the initial treatment.The total area of the five treatment units is 138 acres; however, the actual area to be treated within those units is approximately 5-10 acres. Patches of giant reed are typically small (less than 0.02 acres) and scattered throughout the project area, and palm trees number approximately 30. The project area consists of four treatment units in the Steele Canyon drainage along Campo Road, and one treatment unit along Jamacha Boulevard just south of its intersection with Highway 94 (Maps 1-3). The majority of the project area consists of Southern Coast Live Oak Riparian Forest dominated by coast live oak (Quercus agrifolia), California sycamore {Platanus racemosa), western cottonwood (Populus fremontii ssp. fremontii), and willows (Salix spp.). Upland areas surrounding the riparian woodland are classified as Diegan coastal sage scrub and southern mixed chaparral. The primary species to be targeted is giant reed (Arundo donax). Time and funding permitting, other species such as tamarisk (Tamarix spp.), Peruvian peppertree {Schinus molle), Mexican fan palm {Washingtonia robusta), tree tobacco (Nicotiana glauca), and castor bean (Ricinus communis) will be targeted. These species, especially giant reed, tamarisk, and Mexican fan palm, are known to significantly increase fire hazard in the wildland-urban interface. The selection process shall be "Best Value" (Price, Past Performance, and Technical Experience) in accordance with FAR Clause 52.212-02 Evaluation - Commercial Items. The associated North American Industry Classification System Code (NAICS) for this acquisition is 115310. The Product Service Code (PSC) is F003 and small business size standard is $6.5 million.
