- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulations Part 12 and 13. This solicitation is being issued as a Request for Quotation (RFQ) #E006525, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) #2005-25. The solicitation is under the Simplified Acquisition Procedures (SAP) and is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 423620 and the Business Size Standard is 100 employees. This will be a Firm-Fixed-Price solicitation. The Governments requirement is for Brand Name (MARANTZ) or equal for 150 each MARANTZ PMD620 Handheld Portable Solid State Recorder and 150 each TP-7, suits for phone recording, acting as a multipurpose earphone/telephone pickup. The Handheld Portable Solid State Recorder has the following salient characteristics: 1. Handheld portable solid state recorder; 2. Flexible file formats (MP3, WAV); 3. Full inputs/outputs including USB 2.0 connectivity; 4. Number of channels: 2 stereo / 1 Mono; 5. Frequency response 20Hz to 20kHz; 6. Dynamic range 81 dB; 7. Line input 1/8-inch stereo jack; 8. Power -2 AA batteries either alkaline or NiMH rechargeable; 9. Battery life – 5 hours (typical); 10. Size 2.5-inches x 4-inches x 1-inch. Included accessories – Audio cable, USB cable, User Guide/CD-ROM, SD Card, tripod/belt-clip. The TP-7 telephone microphone salient characteristics are: 1. Plugs into MIC jack on selected recorder; 2. Captures both sides of conversation; 3. Designed for land-line telephones (not cellular or wireless digital phones); 4. Multipurpose earphone/telephone pickup. If an equal product is proposed, then the quote shall include the product specifications to show that it is an or equal product. Quotes shall include, if applicable, all shipping costs. The provision at FAR Clause 52.212-1, Instructions to Offerors (APR 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: Submit offers electronically to karen.smith4@ic.fbi.gov. FAR clause 52.212-2, Evaluation of Commercial Items (JAN 1999). Award will be made on the basis of lowest evaluated price of quotes meeting or exceeding the salient characteristics. FAR Clause 52.212-3, Offeror Representations and Certifications, Commercial Items (NOV 2007) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following Government portal: http://orca.bpn.gov. FAR Clauses 52.212-4, Contract Terms and Conditions, Commercial Items (FEB 2007), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items (APR 2008), apply to this solicitation. CCR Requirement: Company shall be registered in the Central Contractor Registration before an award can be made to them. Offers shall include price, including shipping costs if applicable, delivery and warranty terms, as well as your DUNS and TIN numbers. All quotes are due no later than Wednesday, May 28, 2008, 2:00 pm eastern standard time (est) to karen.smith4@ic.fbi.gov. Offers received after this date and time shall be considered late and will not be considered for award. The Government reserves the right to award without discussions.
