- The Natural Resources Conservation Service (NRCS), an agency of the United States Department of Agriculture, seeks a contractor to perform its 2008 Wood River Valley (Klamath County) Aquatic Study using identical methods and sites as described in the Klamath Basin Rangeland Trust (KBRT) 2003 Pilot Project Monitoring Report (the “2003 KBRT Report”) which is included as part of this solicitation. Firms meeting the minimum qualifications set forth herein are invited to submit firm fixed-price proposals to perform the tasks set forth in the Scope of Work using the identical methods and sites as described in the 2003 KBRT Report. All required field work shall be completed by 10/30/08 with the Final Report described in Task 8 due on or before 12/01/08. Proposals will be evaluated 50% for the firm fixed-price and 50% based upon the non-price evaluation criteria identified below, and listed in descending order of importance. The government intends to make award to the contractor whose offer is in the best interests of the government in light of both price and the non-price criteria enumerated below. Minimum Qualifications: The data collection team leader must possess at a minimum a Master's Degree in Earth Science, Watershed Management, Hydrology, Fish Biology, Ecology, Limnology, or similar degree sufficient to complete and lead an interdisciplinary team of scientists in the specified tasks of this proposal. In addition, the team leader must have at least 10 years of documented experience demonstrating the ability to lead a team in completing the specified work. Documentation provided must clearly demonstrate completion of projects substantially similar in scope, scale, type, and methodologies as described in this request. Documentation and examples of general scientific consulting/work experience is insufficient to demonstrate ability to complete this technical work. Each member of the data collection team must possess at a minimum a Bachelor's degree in Biology, Hydrology, Fish Biology, Environmental Engineering, Watershed or Earth Sciences, Ecology, or equivalent AND a minimum of two years of field experience completing tasks substantially equivalent to those described in this request. Master's Degrees are strongly preferred. Documentation of experience must clearly demonstrate work on and completion of projects substantially similar in scope, scale, type, and methodologies as described in this request. Documentation and examples of team members' general scientific consulting/work experience is insufficient to demonstrate ability to complete this technical work. Non-Price Evaluation Criteria: 1.Specialized Experience: Demonstrated technical experience in performing aquatic surveys and completion of related reports in or around Klamath County, Oregon within the last 5-8 years. 2.Professional Qualifications: Proposed data collection teams shall be evaluated based upon the number of qualified personnel and their knowledge and level of experience associated with aquatic studies generally, and in particular, their experience in the type of tasks identified in the Scope of Work. 3.Capacity to Accomplish the Work: Firms will be evaluated based upon the number of qualified personnel, the quantity of the firm’s existing work, and its proposed schedule for completion of the Wood River Valley Aquatic Study. 4.Experience with NRCS Standards: Firms will be evaluated based upon their knowledge of, and experience with, NRCS standards and specifications for aquatic studies. 5.Past Performance: Firms will be evaluated based upon their performance on contracts with respect to cost control, quality of work, and compliance with performance schedules. 6.Geographic Location: Firms will be evaluated based upon their proximity to the work sites and knowledge of local watersheds and aquatic life. Interested firms meeting the Minimum Qualifications should submit their firm and individual resumes together with a firm fixed-price proposal for the work to the Contracting Office Address no later than 4:00 pm local time on Friday, June 6th, 2008. The Government intends to make award of a single contract to the firm whose proposal most successfully addresses the requirements outlined in this solicitation, price and non-price criteria considered.
