Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The solicitation number assigned for this Request for Quotation (RFQ), acquisition is DTOS59-08-Q-00157. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued under the Simplified Acquisition Procedures (SAP) and proposals may be downloaded from fbo.gov web page. The announcement constitutes the solicitation and offers are being requested. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-02. The North American Industry Classification Code is 561499. Description of Services: Contractor shall furnish services and equipment to destroy Government classified information subject to 32 CFR parts 2001 and 2004; and sensitive and privacy act information and records, which are applicable to the requirements of CFR 1228.58. Contractor shall provide services at the U.S. Department of Transportation DOT) headquarters' complex buildings located at: (1) 1200 New Jersey Ave, Washington, DC 20590; (2) Orville Wright Building (FOB10A), 800 Independence Avenue, NW, Washington, DC 20591; and (3) Wilbur Wright Building (FOB 10B), 600 Independence Avenue, NW Washington, DC 20591. (See attached Statement of Work (SOW)). The period of performance is one base year, plus two, one year option periods. Offerors are advised that this contract may result in a total duration of a 3 years award. Line Item 0001 – 10/01/2008 to 09/30/2009 (Base Period); Line Item 0002 – 10/01/2009 to 09/30/2010 (Option Period 1) and Line Item 0003 – 10/01/2010 to 09/30/2011 (Option Period 2). Unit of Issue: EA. Offeror may facsimile or email a quote to Carmencita.Jones@dot.gov and forward copy to Darlene.Robinson@dot.gov. Delivery, inspection and acceptance will occur at the above location FOB Destination points. FAR provisions 52.212-1, Instructions to Offerors-Commercial and 52.212-2, Evaluation-Commercial Items apply to this solicitation. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Item applies to this acquisition; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition which included 52.203-6, Restriction on Subcontractor sales to the Government, with Alternate I. Clause 52.204-6 Contractor Identification Number Data Universal Numbering System (DUNS) applies. Clause 52.217-8 Option to Extend Services applies. 52.217-9 Option to Extend the Term of the Contract applies. 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration applies. 52.232-18 Availability of Funds applies. The Contracting Officer's Technical Representative (COTR) for this contract is John Jacobs at DOT, (202)366-4692. Changes to the COTR may only be made by the Contracting Officer; changes will be done in writing either via e-mail, letter, or modification. The COTR has the authority to manage the technical progress of the required services but cannot provide direction that would result in any change (including monetary) to the terms and conditions of the order. Offerors shall submit a signed and dated offer to the Contracting Officer at DOT, to the address listed below or via facsimile (202) 366-7510. Offers may be submitted on Standard Form (SF) 1449 or letterhead stationary and shall indicate the solicitation number, closing date and time, name, address, and telephone number of the offeror. This will be a firm-fixed price, type of contract. Award may be made with/without discussions to responsive/responsible offeror whose proposal, conforming to this solicitation will be best value and most advantageous to the Government, considering, past performance, price factors. Offeror must hold prices firm for not less than 60 days from the closing date. Offerors are advised to include a completed copy of Provision 52.212-3, Offeror Representations and Certifications--Commercial Items, with your proposal. Offerors must be register and be current in the CCR and Dun and Bradstreet. Any proposal that fails to comply with any terms and conditions may be rejected and excluded from consideration. A written notice of award shall result in a binding contract without further action by either party.
