Description
RE-SOLICIATION NOTICE FOR CONSTRUCTION - TO DEVELOP APPROXIMATELY 3 ACRES WITH 868 DOUBLE DEPTH CRYPTS AT THE MOUND CITY NATIONAL CEMTERY LOCATED IN PULASKI COUNTY IN MOUND CITY, ILLINOIS. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids from Service Disabled Veteran Owned Small Businesses (SDVOSB) under Solicitation Number VA-786A-08-IB-0041 for the following: The contractor shall furnish all labor, materials, equipment, supervision, and administration necessary to perform and complete all work in accordance with the solicitation plans, specifications, required permits, terms and conditions. The contractor shall also completely prepare the site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Mound City National Cemetery, in Mound City, Illinois as required by drawings and specifications. The requirement for all bidders to provide current certification of the National Precast Concrete Association (NPCA) for this future solicitation has now been removed. The NPCA certification will no longer be required for this project. Prior to commencing work, the general contractor shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present. Work for this project involves the following: 1.Selective demolition. 2.Clearing, grubbing, and rough grading. 3.New fences, entry road, curb and gutter, sidewalks, and site furnishings. 4.New committal shelter, electrical system, furnishings, and sound system. 5.Installation of drainage and subdrainage systems. 6.Installation of pre-placed crypts. 7.Installation of grid markers and section monuments. 8.Installation of a new well, pump, and controls. 9.Irrigation. 10.Planting. Copies of the solicitation and drawings will be available on or about June 2, 2008. The cut-off date for questions will be on June 17, 2008, at 2:00 p.m. Eastern Daylight Savings Time. COST MAGNITUDE: The magnitude of this project is between $2,000,000 and $5,000,000. Project is subject to the availability of funds. CONTRACT DURATION: Performance period is approximately 340 calendar days from date of receipt of the Notice to Proceed. NAICS CODE: 237990 METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis to a responsible concern responding to this solicitation. OBTAINING SOLICITATION MATERIALS: An electronic version of the solicitation, specifications, and drawings for this solicitation will not be available online. One set of drawings in hard copy, and one CD-ROM containing the solicitation and specifications will be available to prospective bidders. Requests for a copy of these items shall be in writing and sent via an express carrier, i.e. Federal Express, UPS, etc. to: Department of Veterans Affairs, Attention: Ms. Lenora Stephens, 811 Vermont Avenue NW (41D3B), Washington, DC 20571-0001, Telephone Number (202) 565-4229. Bidders will be charged a $60.00 non-refundable fee for a copy of these items. This price includes standard ground shipping, if you desire overnight shipping you must provide an account number and indicate to which express service it belongs. Payment must be in the form of a cashier's check or money order made payable to the "Department of Veterans Affairs." All other forms of payment other than those listed above or in excess of $60 will be returned via certified mail. Requests shall include company address, street address only, telephone number, and point of contact. No telephone requests will be accepted. NOTICE TO ALL PRIME (GENERAL) CONTRACTORS: unless prime (general) contractors are registered on the FedBizOpps website, potential subcontractors will not know of your interest in bidding on this project. The solicitation and drawings will not be released any sooner than the day the solicitation is posted. BID GUARANTEE: A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will result in rejection of the bid in all cases except those listed in FAR 28.101-4. This does not preclude a bid from being rejected. SHOULD A CORPORATE BOND BE SUBMITTED ALL BONDS FOR FEDERAL CONTRACTORS MUST BE REGISTERED ON TREASURY'S WEBSITE OR THEY WILL BE REJECTED.
