NAICS Code: 334220 U.S. Environmental Protection AgencyRadio/Antenna Installation Customer RequirementsStatement of WorkMay 21, 2008RFQ-DC-08-00109 Amendment 2 This Customer Requirements Statement (CRS) provides requirements for the contractor to install and test HF radio and antenna equipment provided by the U.S. Environmental Protection Agency (EPA) at their 16194 W 45th Dr., Golden, CO facility. The HF radio system will be capable of operating in designated government frequency bands and support transmission/reception of voice and data traffic. Contractors shall submit a fixed price quote for the following: 1)Installation of an HF radio system centered around one government provided Codan NGT HF SSB transceiver, antenna, and all required power supplies, hardware and software needed to allow communication with any Government HF facility in the United States.2)Contractors should be familiar with the installation of HF Radios.EPA will provide: 1)Antenna and all necessary Codan radio equipment, including power supplies, junction boxes, RF units, connector cable needed for a fixed station or mobile station. Contractor will provide: Materials and labor necessary to install the government provided equipment, including the HF antenna. Accessories such as galvanized masts, lightning protection grounding system, low loss coaxial cable such as Belden 9913F or LMR UF, Radio cabinet or other suitable enclosure, surge protectors, grounding systems, connectors, jumpers, hanger kits, and adaptors shall be provided by the contractor. Contractor upon completion of the installation shall test the system on the air to ensure its operability, and make adjustments as necessary to have the system operational. Required Delivery Dates Delivery Dates shall be in general no more than two (2) months from contract award, but can be flexible depending on availability of supplies, weather, etc. Evaluation Criteria for Award For this requirement, all evaluation factors other than cost or price, when combined, are more important than cost or price. The evaluation criteria are as follows: Factor 1 - Technical Capability: Demonstrated ability to perform the tasks and/or services in the SOW. The soundness of the contractor's proposed methodology to accomplish the tasks in the SOW. Factor 2 - Past Performance: Relevant past performance with particular emphasis on timeliness, responsiveness, professionalism, and cost control. Factor 3 - Price Instructions for Preparing and Submitting Quotations Offerors shall provide a fixed price quotation via email for the attached SOW by 3 PM EST on June 6, 2008. Quotations must include a plan describing the offeror's technical capability and proposed methodology for performing the tasks in the SOW. The offeror shall also provide three past performance references which may be contacted by the Contracting Officer. The Government may also obtain past performance information from other sources. The technical proposal plan should not exceed 10 pages total (including attachments). To receive full consideration for award, respondents must completely address all evaluation factors specified in the previous section.
