- THIS IS NOT A SET-ASIDE ACQUISITION. THIS RFP IS OPEN TO BOTH LARGE AND SMALL BUSINESS. AWARD WILL BE PROCESSED PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. The U.S. Fish and Wildlife Service, Region 6, Lakewood, Colorado is requesting proposals from qualified and eligible firms capable of furnishing all labor, materials, and equipment necessary to design and build a Spillway Boat Ramp at the Upper Souris National Wildlife Refuge that includes, but is not limited to: 1. Constructing a pour/push type boat ramp at the Spillway Boat Ramp site, as designated in the specifications.Work shall include an initial survey of the site and comparison with existing drawings to verify the existing conditions. The outlet structure is to be built within a breached area of the dam that has washed out. The work requires building up the foundation with well compacted embankment material prior to placing the structure, and then placing compacted embankment about and above the structure to the top of the existing dam. It is anticipated that cofferdams will not be required for this Construction.2. Revising the project drawings to document the work completed under this contract. Revisions shall include any corrections required by discovery in the original drawings.3. Obtaining all certificates and licenses required by law for the execution of the work and shall comply with all Federal, State, or Local laws, ordinances or rules and regulations relating to performance of the work. The Government will apply for the Corps of Engineer Section 404 Fill and Drain Permit. LOCATION AND INSPECTION OF SITE A. The project site is located at the Upper Souris National Wildlife Refuge, 17705 212th Avenue NW, Berthold, North Dakota 58718. Refer to attached drawing No. 6R-ND-185-08-076 for a location map of the site.B. Prospective offerors may inspect the site by making arrangements with the Refuge Manager, Upper Souris National Wildlife Refuge, at telephone number (701) 468-5467.B. Contractors are urged to visit the work sites and become familiar with existing conditions and equipment. The estimated magnitude of construction is between $25,000.00 and $100,000.00. The total performance is 60 days from the Notice to Proceed. This acquisition is open to both large and small business concerns. The NAICS code 237990, Other Heavy and Civil Engineering Construction and small business size standard is $31 Million. The solicitation package is anticipated to available electronically on/or about May 21, 2008, with an anticipated closing date of June 20, 2008.
