- NASA/HQ is hereby soliciting information about potential sources for SustainablePractices Design and Consulting Services.The objective of this procurement action is to provide NASA Headquarters with consultingsupport and services in aiding NASA to: a. Develop sustainable practices managing, maintaining and operating itsCenters/Component Facilities and current missions.b. Identify sustainable initiatives, concepts, products, processes and materials to beincorporated into future Center/Component Facilities operations, facilities and missions.c. Develop a sustainability ethos throughout the Agency. This support is to be provided within the framework where output materials and energyfrom one process can be effectively utilized by another (i.e., waste output of oneprocess becomes input for another). The consequences of utilizing this design concept aresystems (and systems of systems) which reuse materials indefinitely, have zero net waste,and use energy efficiently and effectively. Potential activities utilizing this frameworkinclude the design of materials, products, processes, hardware, and facilities that areinherently safe, regenerative and produce ecological and social value. At the earlystages of development, these new system designs will embrace the concept that waste doesnot exist within their life cycle.These concepts are not new to NASA but, will become increasingly important and morecommon as future missions take space exploration to distances further and further fromour home planet and those supporting Centers, facilities and processes continue tocompete for ever decreasing and limited resources.Work may occur at NASA Headquarters as well as its other Centers (Ames Research Center,Dryden Flight Research Center, Glenn Research Center, Goddard Space Flight Center, JetPropulsion Laboratory, Johnson Space Center, John F. Kennedy Space Center, LangleyResearch Center, Marshall Space Flight Center, and John C. Stennis Space) or NASAComponent Facilities (Michoud Assembly Facility, Wallops Flight Facility, and White SandsTest Facility) in support of NASAs international partnerships supporting the Agency andits Centers/Component Facilities. Therefore, both national and international experienceis desired in providing sustainable practice consulting services and products.Offerors shall demonstrate their expertise in the following areas: Evaluating infrastructure, concepts, designs and regulations to identify opportunitiesfor sustainable practices for new construction, renovations and existing operations. Identifying and developing concepts utilizing consulting services and tools toimplement projects that utilize material and energy flow optimizations where wastematerial and energy from one process can be utilized by another to eliminate waste Assessing supply chain management policies, processes and tools and providingrecommendations for furthering sustainable design ethos through improved supply chainmanagement. Identifying, analyzing, and developing plans to manage risks when sustainable practicescan be used to mitigate these risks. Identifying, analyzing, and developing plans to manage opportunities where sustainablepractices can be used to increase system performance, reduce schedules, eliminate humanhealth and safety concerns, and reduce costs. Demonstrate experience in design and implementing facility greening technologies andsustainability initiatives. Performing business case analyses to support sustainable practices. Applying sustainable principles to developing facilities Master Plans. Developing and delivering training and education to further the sustainable practiceethos. Providing Agency/Corporate level sustainability practices strategies and consultingservices.Government Furnished Items:The government will provide contractor access to NASA Headquarters, Centers/ComponentFacilities as required to gather data, develop, produce and reproduce analytical results,documentation and recommendations.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required capabilities necessary to meet or exceedthe stated requirements are invited to submit a capability statement indicating theability to perform all aspects of the effort described herein. Response must include the following: name and address of firm, size of business; whetherthe company is large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned;number of years in business; affiliate information: parent company, joint venturepartners, potential teaming partners, prime contractor (if potential sub) orsubcontractors (if potential prime); list of customers covering the past three years(highlight relevant work performed, contract numbers, contract type, dollar value of eachprocurement; and point of contact - address and phone number).All responses/questionsshall be submitted via e-mail to david.l.boon@nasa.gov no later than June 6, 2008. Please reference 21006062008 in any response. Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto.
