Description
This project consists of drainage improvement work on Forest Service Road #1130 from Milepost 0.00 to Milepost 3.90 and storage treatment drainage work on Road #1144 from Milepost 0.36 to Milepost 3.13. Work includes: Mobilization, cutting & disposal of roadway vegetation, excavation, culvert removals and culvert installations, placing riprap rock at culvert inlets and outlets, installing rocked roadway dips, placing aggregate surfacing, reconditioning of roadbed, equipment rental, and miscellaneous drainage work. A Contract Modification may be initiated at a later date to repair/replace/or install a bridge at an existing concrete paved waterway on Road #1130 at Milepost 3.54 which was damaged during the year 2006 flood event. The Government’s estimated price is between $250,000 and $500.000. This project is 100% set aside for HubZone small business. This project is normally not accessible (due to snow) from November 30 to April 1 yearly. Work is anticipated to start on or after August 18, 2008 and must be completed by August 30, 2009. Work will not be allowed on Weekends or Holidays. From Interstate 5 at Burlington, Washington, take State Route 20 East 23 miles to the junction of the Baker Lake Road (County Road). Take the Baker Lake Road 15.40 miles Northeast to end of the County maintained road. Continue on the Baker Lake Road (now Forest Service Road #11) 2.6 miles to Mile Post 18.0 (junction of Forest Service Road #1130) beginning of project on Road #1130. Continue on FS Road #11 Northeasts to Milepost 20.1 (junction of Road #1144). Take Road #1144 North 0.36 to the beginning of the project on FS Road #1144. Note: Skagit County maintains the Baker Lake Road from mile post 0.00 to 11.60. Whatcom County maintains the Baker Lake Road from Milepost 11.60 to 15.40.
