Description
The U.S. Department of Energy, Office of Nuclear Energy, Office ofRadioisotope Power Systems, intends to solicit a proposal and negotiate a sole source contract with Canberra Albuquerque for six Alpha Beta Environmental Continuous Air Monitors (ECAMs) capable of detecting and quantifying the presence of airborne alpha-emitting radionuclides such as 238, 239 Plutonium (Pu) and 241Americium (Am). The ECAMs are a critical component of the Radiological Contingency Planning effort in support of the planned Mars Science Laboratory Space Mission with Special Nuclear Materials on board, which is scheduled for launch in September 2009. The ECAM was initially developed in cooperation with Los Alamos National Laboratory and is specifically designed for the detection of airborne alpha and beta particles in outdoor applications, including emergency response activities. Relevant ECAM features include solid state detector technology with an alpha and beta air monitor with 1700 millimeter (mm) 2 Passivated Implanted Planner Silicon (PIPS) detector, preamp, 2048-channel Multi-Channel Analyzer (MCA) and embedded Pentium-class computer for collection and analysis of alpha spectra and gross beta counting; multiple algorithms for radon reduction to reduce false alarms and improve sensitivity; integrated vacuum blower; remote audio and visual alarms; built in Global Positioning System (GPS); lightweight, durable, weatherproof enclosure; and a built in cyclone separator which removes larger particles ( >20 micron aerodynamic diameter) to focus sampling on respirable particles. The ECAM can be monitored and configured via local area network or satellite network. The ECAM must be compliant with RadNet, a Health Physics communications protocol for Health Physics instrumentation developed by one of DOEs National Laboratories and needs to be compatible with existing plume modeling software used in HOTSPOT, which was developed at Lawrence Livermore National Laboratory. The North American Industry Classification System (NAIC) Code for this requirement is 334519. A fixed price contract is contemplated, with delivery within seven weeks of award. The statutory authority for permitting other than full and open competition for this contract is Section 303(c)(1) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 U.S.C. 253(c)(1), and implemented by FAR 6.302-1, which authorized other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. No other source is known to have the requisite experience and technical skills to provide the support needed by NE. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT RESPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Interested parties having all the capabilities to provide the product described above are requested to send in its product specifications and proposed price. All capability statements received within 15 days after the publication date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received may also be considered for the purpose of determining whether to conduct a competitive procurement. Responses MUST be submitted directly to Fred Dann via email at frederick.dann@hq.doe.gov no later than 4:00 p.m. on June 5, 2008.
