- SOURCES SOUGHT: The is a Request for Information from The U.S. Department of Commerce (USDOC), Central Region Administrative Division (CRAD) to determine the availability of Small Boat Captains. Tasks would include but are not limited to: Serve as the principal captain with engineer responsibilities on small boats (15-41' in length) Responsible for vessel operation at sea, up to 50 miles offshore, in and around the Great Lakes. Responsible for the safe handling and trailering of boats between operational areas. Cruises will be scheduled as far possible in advance, but the contractor must be flexible to work within weather windows and be available for emergency operations. Responsible for performing preventative maintenance and safety compliance programs for the vessel. This portion of the work is estimated to be 25% of the allocated hours. Responsible for the readiness of all major vessel systems. Responsible for routine maintenance of vessel. Non-routine items will be identified to the Marine Superintendent as soon as detected. Responsible for maintaining vessel operation and maintenance logs. Responsible for identifying needed equipment and supplies to the purchasing authority, and to maintaining parts and supply inventory for necessary items. Serve as representative of the government in issues relating to the vessel. The contractor shall possess minimum valid U.S. Coast Guard 50 gross ton captain's license. The contractor shall have specific knowledge of and experience traveling on the Great Lakes. The contractor must have practical knowledge of and experience maintaining and repairing marine vessel electrical, plumbing, and air conditioning. The contractor shall have experience and expertise with a variety of vessel electronic systems, including electronic navigation systems. Experience with a computer systems and oceanographic and scientific equipment is preferred. Experience operating vessel on which SCUBA diving operations are conducted is also preferred. It is expected that services will be part time intermittent (<40 hours a week) commitment by the contractor. Weekend work may also be required. This is a request for information only.
