SOURCES SOUGHT SYNOPSIS– Cost Estimating/Analysis Support for AIR-4.2 Earned Value Management, Naval Air Systems Command (NAVAIR) GENERAL INFORMATION Document Type: Sources Sought Synopsis Posted Date: 21 May 2007 Classification Code: B 505 DESCRIPTION This is a sources sought synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. All interested small businesses are encouraged to respond to this synopsis addressing areas of expertise identified in the attached Statement of Work (SOW). Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD is seeking capability information from potential industry sources to perform new work in the area of Cost Estimating/Analysis Earned Value Management (EVM) Services. This requirement involves the contractors to possess the unique understanding of the various Weapon Systems within the PEOs, including the interfaces inherent with and the integration of those technologies to support the multiple warfare missions. The contractor shall provide, including but not limited to, analyses, independent evaluation, case studies and recommendations, along with associated data in support of Integrated Project Management/Earned Value management (EVM) products which span all phases of the life cycle (i.e., Concept Exploration, Component Advanced Development (CAD), System Development and Demonstration, Production, Fielding/Deployment and Operations and Support. The contractor shall interact with both Government and prime contractor (weapons system Original Equipment Manufacturer OEM) personnel, AIR 4.2 competency personnel, and other technical specialists as necessary to accomplish the requirements of the SOW. This shall be accomplished through membership on Integrated Product Teams (IPT) and ad hoc working groups. In addition, the contractor shall interface with activities such as Program Offices and weapons system prime contractors to obtain programmatic and technical information and data gathering. Contractor personnel May be called on to interface with activities such as the Office of the Secretary of Defense (OSD), Assistant Secretary of the Navy (ASN), Defense Contractor Management Agency (DCMA) or other service organizations such as but not limited to the US Air Force or US Army depending on reviews required as well as to coordinate such efforts as data gathering and analysis. Contractor shall become familiar with and perform tasks in accordance with AIR 4.2 guidance, processes and polices. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The estimated total level of effort is $25,000,000.00. The current services are anticipated to be procured via a Hybrid, five-year multiple-award EVM that will expire on 27 September 2008. This is a sources sought synopsis; feedback from industry is sought regarding the requirements stated in this synopsis. Interested small businesses are highly encouraged to submit to the contract specialist a capability package consisting of no more than ten pages discussing expertise in performing any or all tasks outlined in the SOW. All responses must include the following information: (1). Company Profile to include Company name; Company address; Company Business Size, number of employees, office location, DUNS number; (2) Point-of-Contact (POC) name, phone number, fax number, and e-mail address; (3) GSA Schedule, Security level information and a brief description of how the referenced contract relates to the cost analysis services described herein. Responses to this SOURCES SOUGHT are due no later than 4:00 pm Eastern Standard Time on 5 June 2008. The Government anticipates releasing an official solicitation on 15 June 2008. The solicitation and all related documents will be made available on the NAVAIR Home Page at http://www.navair.navy.mil/doing_business/open_solicitations/ and https://www.fbo.gov. Offerors who request a copy of the solicitation will be notified via email when it is released. All responsible sources may submit a proposal, which shall be considered by the agency.
