Description

The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement at the San Diego National Wildlife Refuge Complex (San Diego County) near Jamul, California for Fuelbreak discing with a base and 4 option years. The project area consists of six distinct fuelbreaks that are annually disced to mineral soil on San Diego NWR in the vicinity of Jamul, California (Map 1). The total area of the six fuelbreaks is approximately 18 acres (Table 1). Discing will generally occur between September 1 and March 15. Discing is typically restricted between March 16 and August 31 (inclusive) due to the presence of threatened and endangered species. The selection process shall be "Best Value" (Past performance, Experience, and Price) in accordance with FAR Clause 52.212-02 Evaluation - Commercial Items. NOTE: This acquisition is set-aside for small business concerns; however, the government is accepting quotes from large businesses. In the event of insufficient small business concern participation, award will be made to participating large business. The associated North American Industry Classification System Code (NAICS) for this acquisition is 115310. The Product Service Code (PSC) is F003 and small business size standard is $6.5 million.
