- Contracting Office Address Department of Homeland Security, Federal Emergency Management Agency, Disaster Assistance/Disaster Operations Section, 500 C Street SW Patriots Plaza – 5th Floor, Washington, DC, 20472, UNITED STATES Description THIS IS A SYNOPSIS FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATIONS (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FEMA INTENDS TO AWARD THIS ACQUISITION AS FIRM-FIXED-PRICE UNIT PRICE CONTRACT. THE DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) IS OFFERING A REQUEST FOR PROPOSAL (RFP) FOR THE MAINTENANCE AND DEACTIVATION OF APPROXIMATELY THIRTY-SEVEN (37) MOBILE HOMES AND TRAILERS IN THE STATE OF TENNESSEE. THE SOLICITATION/REFERENCE NUMBER WILL BE HSFEHQ-08-R-0110 AND ISSUED AS A REQUEST FOR PROPOSAL (RFP). THIS REQUIREMENT IS A TOTAL LOCAL SET ASIDE FOR SMALL BUSINESSES OPERATING WITHIN COUNTIES OF MACON, SUMNER AND TROUSDALE, TENNESSEE. THE NAICS CODES FOR THIS REQUIREMENT ARE 561210, 484220, 236117, AND 238990. THE SUCCESSFUL OFFEROR MUST BE REGISTERED ON THE CONTRACTOR CENTRAL REGISTRATION (CCR) IN ORDER TO RECEIVE CONTRACT AWARD. ONLY ONE AWARD WILL BE MADE TO THE OFFEROR WHOSE OFFER IS THE BEST VALUE TO THE GOVERNMENT. THE GOVERNMENT RESERVES THE RIGHT TO AWARD WITHOUT NEGOTIATIONS. THE PERIOD OF PERFORMANCE IS ONE YEAR WITH A POSSIBLE OPTION OF SIX MONTHS. THE SOLICITATION ALONG WITH ATTACHMENTS WILL BE POSTED ON APPROXIMATELY MAY 28, 2008 ALONG WITH THE DATE AND LOCATION OF THE PLANNED SITE VISIT. DUTIES- 1) THE CONTRACTOR SHALL RESOLVE MAINTENANCE ISSUES AND ADDRESS REQUIREMENTS OF THE UNITS RELATED TO THEIR LONG TERM MAINTENANCE AND DEACTIVATION. THE CONTRACTOR SHALL HAVE THE TECHNICAL CAPABILITY TO MAKE NECESSARY REPAIRS TO THE UNITS AS SPECIFIED IN EACH TASK/ WORK ORDER. 2) THE CONTRACTOR SHALL PLAN, SCHEDULE, COORDINATE, INSPECT AND ENSURE EFFECTIVE IMPLEMENTATION OF THIS FEMA TEMPORARY HOUSING MISSION BY PROVIDING TECHNICAL ASSISTANCE RELATED TO LONG TERM MAINTENANCE AND DEACTIVATION OF TEMPORARY HOUSING UNITS. 3) THE CONTRACTOR SHALL PROVIDE ADEQUATE STAFFING AND ALL RESOURCES TO PERFORM AND SUPPORT EMERGENCY AND ROUTINE MAINTENANCE 4) THE CONTRACTOR SHALL PROVIDE ALL EQUIPMENT, LABOR, AND SUPPLIES NECESSARY FOR THE DEACTIVATION OF UNITS. 5) THE CONTRACTOR SHALL PROVIDE ALL SERVICES AND ACTIVITIES IN A TIMELY AND PROFESSIONAL MANNER AND IN COMPLIANCE WITH ALL APPLICABLE FEDERAL, STATE, AND LOCAL LAWS. THE SOLICITATION DOCUMENT AND INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2005-16. PROVISIONS AND CLAUSES (INCORPORATED BY REFERENCE) APPLICABLE TO THIS ACQUISITION ARE AS FOLLOWS: FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS; 52,212-3-OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS; FAR 52.212-4 CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS; FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS (DEVIATIONS) 52.217.8 OPTION TO EXTEND SERVICES; 52.232.18 SUBJECT TO AVAILABILITY OF FUNDS; 52.232.19 SUBJECT TO THE AVAILABILITY OF FUNDING FOR NEXT FISCAL YEAR; AND FAR 52.226-3, DISASTER OR EMERGENCY REPRESENTATION.
