- The Great Lakes Environmental Research Laboratory (GLERL), located in Ann Arbor, MI intends acquire two Seabird SBE 16 Conductivity, Temperature and Depth (CTDs) Data Acquisition systems. The 16 conductivity, temperature, and depth (CTD) data acquisition systems are required for a remotely operated vehicle (ROV) multiple-sensor data collection project and for long-term deployment in a harsh environment. The ROV project will require the attachment of turbidity, PAR, oxygen, H2S, pH, ORP, and chlorophyll sensors requiring six (6) analog senor inputs and one serial data input. The ROV project will require the use of an Aanderra Optode 3830 serial data oxygen sensor to collect data in a high hydrogen sulfide (H2S) environment. An optical oxygen sensor has been chosen for this project as traditional polarographic sensors can experience chemical fouling in H2S environments. After ROV use, the system will be deployed in the same environment and will require the long-term biological fouling resistance that is also achievable with optical oxygen sensors. The Seabird SBE 16 CTD appears to be the only oceanographic data recorder that will meet these requirements. The Applied Microsystems CTD cannot accept the Optode 3830 serial input and does not appear to have the necessary extra analog channels to host the six (6) sensors needed to meet project data collections requirements. The YSI 6600 CTD cannot accept the Optode 3830, the 6600 optical oxygen can't be deployed at the required depth, and the system has no additional serial data or analog channel inputs. Salient Characteristics for Brand Name or Equal: The CTD must be able to accept an Optode 3830 serial input and have the necessary extra analog channels to host the six (6) sensors needed to meet project data collection requirements. Systems must be able to be deployed at the required depth. The electrical and mechanical requirements listed below place minimal demands on size, weight, buoyancy, and power required of the Phantom S2 ROV planned for use during data collection. The specifications also represent data collection requirements of both ROV and long-term deployment projects. Electrical. Power - alkaline batteries or external power 9-18 VDC or wider. Sensor power out from CTD - at least 500 mA @ 10.5 - 11 VDC. Samples - Conductivity, Temperature, Depth - 355,000 or more. Sensor input range - 0-5VDC; 6 differential A/D channels. RS-232 sensor data input channel. RS-232 system interface Mechanical. Diameter - 3.9 inches. Length - 31.80 inches. Weight in water - 5 lbs. Depth - 110 meters or greater Equipment is needed within 35 days. The government knows of no other company able to supply this type of equipment besides Sea-Bird. Only the Seabird CTD will meet planned scientific data collection goals. Firms who believe they have a product that will meet all the requirements specified herein, including form fit, and function, and delivery must furnish detailed information concerning their capability to provide the supply and satisfy the Government's needs. Along with descriptive literature on the equipment being offered must be provided. In addition shall include name, telephone number and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Sea-Bird Electronics, Inc. through the commercial acquisition process. The Central Region Administrative Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
