Description

The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a time and materials order to procure drawing updates on the CH-46E series helicopter, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Ridley Park, PA for a period of performance from 4 June 2008 through 31 December 2008. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Boeing will revise current design and defining drawings of the Overhead Panel, Overhead Equipment Panel, Main Distribution Panel and associated wire harnesses in the CH-46E aircraft. This update will include the incorporation of all outstanding design changes, which have occurred over the last 40 years and will yield a data package that defines current aircraft configuration and is suitable for future procurement. Boeing will update sixty-seven (67) overhead panel drawings and standards documents. In addition, eleven master distribution panel drawings and standards will be revised and one new top-level kit drawing will be created. The Boeing Company is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 series helicopter and retains exclusive proprietary rights to all technical data. The Boeing Company is the only firm that possesses the knowledge, experience, technical expertise, and technical data required to perform these efforts. Numbered Note 22 applies.
