- Description
- The USPFO for New Hampshire intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the construction of project: Replace Operations and Training Facility, SZCQ989023 at the New Hampshire Air National Guard, 302 Newmarket Street, Pease Air National Guard Base, NH. Work includes, but is not limited to: Provide a 24,000sf steel framed building structure with masonry walls, a water-shedding standing seam metal roof structural system, with reinforced concrete foundation and floor slab, to include interior walls and all utility systems. Exterior work includes: access pavements and parking lot; utility extensions; fire protection support, communications support and antiterrorism and force protection measures. Upgrade entrance security fencing. Extend perimeter fencing. Repair the exterior of the Base Exchange by encapsulating the existing asbestos tiles, replace the asphalt roof shingles, replace all exterior windows with energy efficient windows, replace existing storefront with a new energy efficient storefront and add 1000SF of storage space to the Base Exchange. The award will be set-aside under the Small Business Administration 8(a) program in accordance with FAR 19.8. Magnitude of the project is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $31.0 million average annual revenue for the previous three years. Construction/contract completion time is anticipated to take approximately 548 calendar days after notice to proceed. All responsible 8(a) firms in Region 1 New England and New York may submit an offer. The selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Proposals will be evaluated on Past Performance, and Price. The Government intends to award without discussions. It is anticipated that the solicitation will be available on or about June 9th 2008. A Pre-proposal conference and site visit is tentatively scheduled for June 24th 2008. Details for registering for the conference will be available in the solicitation Section 00100. Interested contractors are encouraged to attend and must register in accordance with the requirements provided in the solicitation, for access to the facility. The solicitation closing date is tentatively scheduled for July 14th 2008 10:00 AM local. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Technical Data Solution (FedTeDS) or its successor in order to view or download the plans or drawings from the web site. The web site for plans and specifications will be provided in the solicitation. No telephone requests will be accepted. This solicitation is not a competitive bid and there will not be a formal public bid opening. All inquiries must be in writing via email to the persons specified in the solicitation.
