- Amendment 2 - This solicitation is being ammended to respond to questions received. The questions and responses are as follows: Question 1 - Is there an incumbent contractor? Response to Question 1 - Yes Question 2. If so, is the incumbent eligible to compete for re-award? Response to Question 2 - At this time, the Government does not believe so. Question 3. Should the business/price proposals be sealed and bound, separate from the technical proposal? Response to Question 3 - The business/price proposals need to be separate/unattached documents from the technical proposals, however they do not need to be separately sealed and bound. Question 4. Please clarify if/when the contractor pays the employee. The top line on Page 17 mentions “ensuring accurate payments are made to eligible providers and REE employees.” Paragraph 3.2.d.on page 21 states, “Payment shall not be made directly to the employee.” Paragraph 3.2.g states “When an employee erroneously receives payment following a failure to notify the contractor that employment with the Agency ended.” Does the contractor ever pay the employee directly and, if so, under what circumstances? Response to Question 4 - The contractor shall not pay the employees directly. All payments shall go directly to the providers. Attached is a revised PWS clarifying this issue. Question 5. Is REE open to the use of web-based certification forms for the provider’s invoice to the employee and for provider subsidy payment requests from the contractor? Web-based forms are acceptable, however the contractor must make exceptions for providers unable, or unwilling, to access the forms electronically (i.e. hard copy submissions). Question 6. Page 23, item 6 – “The number of tuition assistance applicants that were withdrawn” Does this refer to applicants who withdrew their application or “participants” who cease participation in the program? (It seems that item 7 refers to “applicants” but item 6 refers to participants.) Response to Question 6 - Both items 6 and 7 refer to participants, not applicants. Additionally, Items 4.1e, 4.1f, and 4.2 b. 5) have been revised to correctly refer to participants. The revised PWS reflects these corrections.
