Combined Synopsis Solicitation Modular Office for Hawaii Plant Protection and Quarantine Kahului, HI (Maui) This solicitation is 100% set-aside for small business concerns. PLEASE ENSURE YOU READ ITEM (ix) BELOW (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Request for quote AG-6395-S-08-0078 (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25 April 22nd, 2008. See http://www.arnet.gov/far/loadmainre.html. (iv) This solicitation is restricted to small businesses. The applicable NAICS code of 332311 and a size standard of less than 500 employees. (v) This requirement consists of providing one (1) Modular Office to Molokai Airport, Kaunakakai, HI. (vi) Specifications: •10x24 Modular Office Trailer (overall dimensions) •Seismic Zone 4 •100 amp feeder panel, main breaker, 120/240 •3 Florescent lights, 24”x48” troffer •6 duplex electrical receptacles •1 Air Conditioner •Smoke Alarm •One door, 3’x 6’ 8” •4 sliding Windows, 4’x3’ each •Trailer Hitch and Wheels oThe bottom line is stability of the trailer when it is in position. This structure will not be moved unless absolutely necessary. Anchor tie downs are a requirement of the Uniform Building Code on all mobile office trailers. •Steps •Block and level at site. •Internal Height 7’6” minimum (vii) Delivery is four months from date of award FOB DESTINATION to Molokai Airport in Kaunakakai, HI (Zip Code 96729) (viii) Provision at 52.212-1, Instructions to Offerors—Commercial Items (Nov 2007), applies to this acquisition with the following change made to f(2)(i) the last “and” is changed to “or.” (ix) Provision 52.212-2 Evaluation applies to this solicitation. This is a best value acquisition, low price technically acceptable. An award will be made to the lowest priced vendor whose quote is found to be technically acceptable. Vendors are REQUIRED to submit a schematic of the trailer layout which will show, at a minimum, location of lights, outlets, windows, door, air conditioning cut-out, and electrical panel location. Technical acceptance will be determined by correct placement of the aforementioned items (e.g., minimum of one outlet per wall, equal spacing of windows, door located on center of one of the long walls, equidistant spacing of the lights) and a certificate or other documentation showing the trailer is rated for seismic zone 4. (x) Offerors shall complete at 52.212-3, Offeror Representations and Certifications—Commercial Items and submit a copy of the representation with its offer. (xii) Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition with the following FAR clauses (referenced numerically) selected: b:5(i), 15, 16, 17, 18, 19, 21, 24, 29, 31, 36. (xiii) The following Agriculture Acquisition Regulations (48 CFR Chapter 4 401-453) apply to this purchase: provision 452.219-70 Size Standard and NAICS Code Information (see iv above). 454.246-70 Inspection and Acceptance with the following text added: Inspection and Acceptance will occur at delivery location.
