Description
NASA/LaRC has a requirement for RTAX Field Programmable Gate Array (FPGA) RiskReduction Testing. This testing is in support of the Field Programmable Gate Array(FPGA) life performance evaluation using real world user designs in the RTAX250S andRTAX2000S Actel parts.This testing is being performed to mitigate the risk of usingthese parts types in NASA Space Flight Programs. Actel is the sole supplier of theselargest available gate FPGAs and these parts are the only non-volitile FPGA that havebeen demonstrated to meet the requirements of space flight environment. These exactparts will not be flown in space; rather these tests will characterize the performance atthe parts specification limits. This latest version of FPGAs is a larger gate count inrelation to existing spaceflight qualified FPGAs. These parts are the baseline innumerous NASA programs and this evaluation is critical to their acceptance for flightreadiness. NASA/LaRC intends to purchase the testing services from Actel Corporation. Actelpossesses unique knowledge of the internal design of the parts because they designed andmanufactured these parts and this inherent knowledge will greatly assist in the analysisof the test data and the preparation and performance of the testing and providesignificant cost savings to the Government. Actel will be performing the testing ontheir parts using their own test equipment, utilizing internal experts should a failureoccur. Using Actel for this effort greatly reduces the risk of additional problems andassociated cost due to the utilization of the Burn-In Boards that already exist at theActel facility. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 30, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
