Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404 for the acquisition of an upgrade for an existing AppliedBiosystems quadrupole time-of-flight mass spectrometer (QSTAR XL). This instrument is a critical tool in the identification of makers of microbiological infectivity/viability. The upgrade of the existing QSTAR XL mass spectrometer will involve shipment of the existing instrument to Applied Biosystems, refurbishment at the factory to upgrade the XL model to an Elite model, and reshipment of the upgrade instrument back to EPA laboratory. The instrument upgrade will enhance the existing quadrupole time-of-flight mass spectrometer system by providing a new rugged vacuum systems, and greater sensitivity due to the new time-of-flight analyzer and detector. The EPA has identified Applied Biosystems as the only vendor capable of satisfying this requirement. Applied Biosystems is the manufacturer of the QSTAR XL and the only source capable of providing this upgrade due to the proprietary nature of many of the components. In order to ensure data compatibility and accuracy, the circumstance permitting "Other than full and open competition" is FAR 6.302-1 (b)only one source and no other supplies or services will satisfy agency requirements. The intent of this notice is to determine if any other source(s)exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
