- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Gallery of Art (the "Gallery" or "NGA") intends to award a firm fixed-price contract for all the goods and services necessary to provide a Cable Record System (CRS) for the structured wiring system at the Gallery. Further specifications, terms, and conditions regarding the CRS are contained in the RFP's Scope of Work (SOW), which shall be made available upon request submitted to the primary contact listed in this synopsis. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212, Evaluation-Commercial Items, is applicable to this acquisition. The factors used in evaluating proposals will be: (1) Technical Expertise and (2) Cost, each of which will be weighted approximately equally. The technical factor will be subdivided into four (4) subfactors, which will be weighted approximately equally in the Gallery's evaluation of proposals. Those four (4) components of the technical evaluation factor are: (1) Ability of Proposed Software Package to Meet Gallery Requirement; (2) Management Approach to Providing the Specified Services; (3) Corporate Viability; and (4) Work Experience and Past Performance. After evaluation of written proposals, the Gallery will establish a competitive range, consisting of the most highly rated offerors, who will be invited to the Gallery to conduct a Product Demonstration of the proposed CRS system, give an Oral Presentation of their proposed solution, and answer questions from the Gallery relating to either the technical proposal and/or the product demonstration.. The vendor submitting a proposal is responsible for providing information in its proposal sufficient to allow the Gallery to evaluate it using these evaluation factors. All vendors submitting proposals in response to this RFP must include accurate contact information for three (3) references that can provide the Gallery with a relevant and accurate description and evaluation of the vendor's past performance in providing similar services to those described in this RFP and the statement of work. The services provided for each reference must have been provided by the vendor within the past three (3) years and the services provided for each reference must be similar to the work described in the RFP/Scope of Work. All vendors who submit a proposal must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their proposal. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, which incorporates by reference, the following FAR clauses: 52.203-6 Restrictions on Subcontractor Sales to the Government (Alt 1, OCT 1995); 52.219-6, Notice of Total Small Business Set-Aside (JUN 2003); 52.219-8, Utilization of Small Business Concerns (May 2004); 52.232-33, Payment by Electronic Funds Transfer—Central Contractor Registration (Oct 2003); 52.222-41 Service Contract Act of 1965 (NOV 2007); 52.222-42, Statement of Equivalent Rates for Federal Hires (May 1989). By submitting a proposal in response to this RFP, the vendor warrants that any goods or services provided to the Gallery in satisfaction of this requirement are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in the RFP, and any additional purposes as represented by the vendor. Offerors are responsible for having read and complied with this synopsis as well as the full RFP, which is available upon request. All responsible sources may submit a proposal by mail, FAX, or e-mail, which shall be considered by the Gallery.
