Description
The NSLS II will be an advanced, highly optimized third generation medium energy storage ring with full injection for top-off mode operation. The X-ray brightness and flux of NSLS II will be world leading, exceeding that of any other currently existing or under construction. It will enable structural studies of the smallest crystals in structural biology, provide a wide range of nanometer resolution probes for Nanoscience The NSLS-II project is a major systems project funded by the US Department of Energy with a total project cost of $912 million with a project completion planned for June 2015. As a major system, The NSLS-II project is required to implement a fully functioning Earned Value Management System (EVMS) in compliance with DOE Order 413.1A and ANSI/EIA Standard 748 for EVMS. Scope of Work The NSLS-II project is currently working toward CD-3 Approval for the start of Construction in December 2008. In preparation for performance measurement and execution of the project, the NSLS-II staff will require augmentation with the following project controls staff professionals: 1.Senior Project Controls Specialist – Primavera qualifications 2.Senior Project Controls Specialist – Cobra qualifications 3.Senior Project Controls Analyst The following tasks are required in order to finalize the Cost/Schedule systems during monthly Performance Measurement: 1. Ensure full integration of Cobra and Primavera Enterprise software including monthly status, baseline cost/schedule changes, WBS, control account and work package structures. 2. Work with NSLS-II IT personnel to ensure full integration of the Primavera/Cobra databases with the NSLS-II Cost Estimating database and the Integrated Project Databases. 3.Support Installation of Cobra 4.5 or latest version in SQL Server environment working with NSLS-II IT personnel. 4.Review and revise the current schedule baseline in Primavera to ensure the schedule currently reflects the project goals and expectations in the design maturity documents, Project Execution Plans and other project guidance documentation by September 15, 2008. 5.Support the resource loading of the cost estimate to the activities in the schedule. 6.Support the download all the cost/schedule data and data structures from Primavera Enterprise to Cobra including: WBS, Cost accounts, resources, resource rates, code structures, budgeted cost and schedule dates. 7.Ensure Cobra database is functioning properly with full functioning data connections to Primavera 5.0/6.0 e.g. monthly schedule status from Primavera to Cobra. 8.Develop cost/schedule status reports for CD-3 (EIR/IPR) presentations review. 9.Document the integration process between Cobra 4.5 or latest version and Primavera 5.0/6.0. Period of Performance The contract period of performance will be July 1, 2008 to September 30, 2009 with four option years extending through September 30, 2013.
