- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia intends to issue a Request for Proposals (RFP) for the acquisition of MEO Subcontracting Support for Commander, Navy Installations Command (CNIC). In accordance with the Office of Management and Budget Circular A-76 (revised), Performance of Commercial Activities, a public-private competition for Identification Card Administration services has been announced. In order for the Agency Tender Official (ATO) to effectively compete with private industry and in light of the fact that the military billets under study will be reprogrammed to other functions and not be available to be part of the MEO, it has been determined that it is in the governments best interest to obtain an MEO Subcontractor to assist with creating the resulting agency tender. If the government wins the A-76 competition, the MEO Subcontractor would then commence performance for those functions it proposed to perform in the initial agency tender offer. These services may include, but are not limited to, Generating and printing Common Access Cards and Non Common Access Cards to all eligible personnel consistent with DoD policies, procedures and RAPIDS operational guidelines, Serving as the point-of-contact for reporting lost, stolen, or re-issuance of cards, providing statistical data on the number of cards issued, number of cards updated, and number of cards lost, stolen or re-issued on a monthly basis, responsible for CAC stock and consumables to include ordering, management and accountability, Documentation and Training and performing the LRA function of PKI. Services may be performed at approximately 54 installations throughout CONUS, Hawaii and Guam. It is intended to award a Firm Fixed Price, Indefinite delivery, Indefinite Quantity type contract under which task orders shall be issued. It is anticipated that the resultant contract will consist of two phases. Phase I tasking will consist of the MEO subcontractor working with the ATO to develop a concept of operations for the resultant agency tender offer. If the government wins the A-76 competition, Phase 2 will consist of the MEO Subcontractor performing those Identification Card Administration functions it proposed to perform in the initial agency tender offer. It is anticipated that Phase 2 will consist of a phase-in period, an eight month base period and four, one year option periods. The applicable NAICS code for this requirement is 561110. This acquisition will be conducted as an unrestricted, full and open competition. The RFP shall require the submission of a technical proposal as well as a price proposal. RFP N00189-08-R-Z046 will be made available electronically, upon its release, at http://www.neco.navy.mil on or around 2 July 2008. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR).
