- This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. The contractor shall provide network support and services for the design, development, procurement, installation, and operation and maintenance (O&M) of the Counter Terrorism Network (CTNET). The contractor shall oversee and direct all activities necessary to install, operationally configure and operationally maintain CTNET to include the Counter-Terrorism Network Operations Center (CTNOC). This includes any current and future CTNET nodes throughout Iraq. Installation and O&M activities include project management, requirements analysis, network design, engineering and installation in addition to day-to-day network and configuration management. The contractor shall also provide training for the successful transition of this network to the Government of Iraq. The CTNET program shall provide a secure command, control, communications and computer (C4) network infrastructure critical to Iraqs Counter-Terrorism National Security interests. The primary purpose of this support and services is to design and develop this secure CTNET capability, perform operation and maintenance throughout the period of the contract to include all remote sites and to provide both classroom and on-the-job training and mentoring to Iraqi Counter Terrorism (ICT) personnel designated to assume control of the CTNET upon transition from coalition forces to the Government of Iraq. The Iraqi Counter Terrorism Command (ICTC) will provide junior network, systems, help desk, logistics, and network infrastructure installation personnel who will administratively report to the ICTC but shall fall under the day-to-day oversight and direction of the contractor. These ICTC personnel will have basic network and system apprentice level training but may not have advanced operational experience in their respective work areas. The Contractor shall provide skilled and competent network and systems personnel to oversee all O&M activities associated with the day-to-day operation of the CTNET and to conduct training and mentoring that will aid the transition. Operation and Maintenance (O/M) Services are to be performed for the Iraqi CTNET International Zone Locations, the Iraqi CTNET Regional Sites, and the Iraqi CTNET Provincial Sites including: Salah as Din, Diyala, Baghdad, Babil, Wasit, Anbar, Karbala, Ninawa, Dahuk, Arbil, As Sulaymaniyah, At Tamim, An Najaf, Al Qadisiyah, Dhi Qar, Al Bashrah and Al Muthanna. These services will include the following: Engineering and maintenance practices in accordance with the original equipment manufacturer's (OEM) recommendations. Installation and configuration of software and hardware for routine patches, antivirus updates, and vendor specified upgrades for performance, maintenance and security reasons. Preventive Maintenance on system hardware to include periodic tests, inspections and all other preventive maintenance practices recommended by the OEM. A continuous (24/7) call center help desk will be maintained to support the ISOF. Fully trained contractor personnel will respond to significant network outages within one hour. Direct and manage quarterly disaster recovery / backup recovery tests to include data sample validations and verifications. Maintain and update all related documentation associated with O/M. Test and certify each cable run to verify that it meets attenuation and return loss specifications. Network Administration services to insure the CTNET is optimally configured and maintained. System Administration services to insure the CTNET is operationally configured and maintained. This service will include customer support for network users. Voice Communication services in accordance with OEM standards. Engineering and Project Management oversight support for future expansions.
