Description
NAICS Code: 336612 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with and as supplemented with additional information included in this notice. This solicitation is issued under RFQ-PA-08-00012. Thisannouncement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for the acquisition of one Mini ROV (Remote Operated Vehicle) with the following equipment options: Cable Reel w/Slip Rings, manipulator/grabber arm w/Foam, Fixed Color Camera; and three spare equipment items: Thruster Assembly, Water Bearings (4 each), Splice Kit. Background and Statement of NeedThe EPA Region III Ocean Dive Team has a need for a ROV to supplement its survey and diving activities. The ROV will be deployed in small boats subject to strong currents and varied weather conditions. It is expected that no more than two personnel will be staffing any deployed boat. The ROV will be used to conduct underwater surveys when certain conditions are encountered. These include, but are not limited to, unsafe sea conditions, low temperatures, poor visibility, potential chemical exposure, availability of personnel, or lengthy bottom time required at depth. Specifications for Mini ROV -Small Size and Light Weight; must be able to be deployed/retrieved by a maximum of two people in a small (approximately 18' to 35') boat. - Desired weight for ROV of approximately 40 lbs with capability to carry the Grabber Arm. -Desired size: Up to 3-inch deviation from each dimension is acceptable Length - 25 inchesWidth -- 16 inchesHeight -12 inches - Depth rated to 1000 feet -Cameras: Must have three types of operational cameras: 1. Duel Tilting (360 degrees) 2. Front Facing Fixed focus Low Light (0.0003 Lux) black & white High Resolution (0.01 Lux) color 3. Rear Facing Movable Fixed focus color Camera First and second Camera Lights - minimium of 100 watts LED-intensity controlled - Desired Cable Length of 500' with neutral buoyancy in sea water; must be able to use with a Cable Reel w/Slip Rings to minimize the need for deck space. - Capable Vectored of High Thrust, with three axis of operational control-needed for use in high water current areas: Thruster - Four Thruster (2 horizontal, 1 lateral, 1 vertical) Brushless, with direct current variable power output with high forward thrust (desired thrustof at least 30 lbs. - ROV must be able to deploy and use a Grabber Arm. - DVR Recorder: video monitor parameter overlay - video must visually overlay in real time Depth, Heading, Time/Date, and Diagnostics - ROV must have capacity to run on 115/230 VAC at 50/60 Hertz with input capacity of 15/7.5 amps to power supply (to avoid need for bringing generator on-board). - ROV desired to have an Auto Hover/Heading.
