- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This Combined Synopsis/Solicitation is issued as a request for quotation (RFQ) W912CZ-08-B-0001. (iii) This Combined Synopsis/Solicitation and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-16. (iv) This acquisition is a HUBZone Set-aside. The applicable NAICS is 237310. (v) The services requested are as follows: ITEM NUMBER Maintenance and repair of Ladd Army Airfield. This will consist of maintenance, repairs, improvements and modifications to existing taxiways, aircraft parking ramps, aprons and runways on Fort Wainwright, Alaska 99703. The contractor shall provide all plant, labor, equipment, materials, supplies and supervision to perform all work given on each task order. This statement is not intended to describe every feature of the items of work or to define the scope of work. Award will be made to the low responsive bidder. The performance period is projected for 90-120 days. Projected magnitude of the contract is between $5,000,000 and $10,000,000. This project is a set-aside of 100% for Certified HUBZone Business Concerns. The applicable North American Classification System (NAICS) Code is 237310 with a small business size standard of $28,500,000. The 52.212-1, Instructions to Offerors, Commercial, applies to this acquisition, along with the following addenda. (ix) Offers will be evaluated using the following evaluation factors, technically acceptable, price and delivery time. The contract will be awarded to the offeror that provides the best value to the government. (x) All offers must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items (Alt I) (xi) The clause at 52.212-4, Contract terms and Conditions Commercial Items applies to this acquisition along with the following addenda: 52.219-1, Small Business Program Representations (Apr 2002).
