- The Office of Substance Abuse and Mental Health Administration (SAMHSA), Office of the Administrator, (OA), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Change Matrix, 4822 Pine Heather Court, Houston, TX 77059. Change Matrix is a one-of-a-kind organization that possesses both the technical capacity and human capital needed to support the efforts of the NNED. They have a unique combination of experience working in the areas of mental health disparities, organizational development, behavioral health, and knowledge management through website and internet-based technologies. No other organization that works in both the mental health and substance abuse fields has the experience in working with minority health disparities, and knowledge management platforms, such as SharePoint, which is the foundational platform for the NNED. Change Matrix provides facilitation and strategic planning with a focus on diverse communities and behavioral health organizations. They have the pre-existing capacity to design and sustain a national virtual office through Microsoft SharePoint technology for the NNED. They have both the technological and human capital resources to design and implement a communication plan that is both cutting edge and relevant to the NNED’s efforts to eliminate behavioral disparities for communities of color. They have an existing working collaboration with Fluxis Media, the NNED website developer. Lastly, Change Matrix has extensive relationships and experience working with community and ethnic-based organizations and networks (CEBONs) and potential KDCs throughout the U.S. Considering the necessary cross-cultural and technology expertise required for a national network such as the NNED, Change Matrix, is singularly qualified to carry out all communication, knowledge management, and technology aspects required by this contract, in a way that is both culturally competent and informed by a thorough knowledge of behavioral health disparities in both the fields of mental health and substance abuse and extensive experience working with diverse cultural and ethnic community and national organizations. This contract is to provide for the electronic and telecommunications coordination and support for the National Facilitation Center (NFC). The Contractor will be expected to undertake the following tasks: 1. Provide electronic networking support for the NFC that links network collaboration strategies with knowledge of key issues in behavioral health disparities and knowledge of key providers of mental health and substance abuse services in diverse ethnic and racial communities; 2. Develop and implement the Communication Plan for the NNED, including the monthly electronic NNED Note. 3. Develop and maintain the database of the NNED partners, Steward Group, Steward Group work groups and Learning Clusters. 4. Develop and maintain the NNED website in coordination with Fluxis Media. 5. Maintain the geomapping features of the NNED on the website, in collaboration with SAMHSA’s GIS expert. 6. Develop and maintain the NNED Sharepoint intranet site as the virtual office for the various entities in the NNED. This includes sites for the overall NNED, the Steering Group, the Steward Group and the Learning Clusters. 7. Provide electronic and telecommunications support for the Learning Clusters which consist of multiple CEBONS with a shared interest or priority issue that work closely with a KDC. 8. Facilitate and support the work of the NNED Steward Group Work Groups 1 on NNED Architecture and Work Group 2 on Moving NNED Priority Issues Forward. 9. Participate in all Steward Group meetings. 10. Participate in bi-weekly NNED Steering Committee calls with SAMHSA. 11. Participate in the completion of the NNED Social Marketing Campaigns with the AD Council and SAMHSA. 12. Provide the electronic, internet and website support for the National Meeting and planning group. 13. Provide a bi-monthly progress report to the NNED Project Officer. 14. Provide bi-monthly invoices aligned with the progress reports. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
