- W15QKN-08-X-0268FedBizOpps notice Date: 28-May-2008 Description: The US Army Armament Research Development and Engineering Center, Weapon Systems and Technology Directorate, Indirect Fire Armaments Division, Picatinny Arsenal, NJ 07806-5000, has a need for diode lasers which operate over broader temperature ranges than are currently commercially available. The selected Offeror will be required to develop and demonstrate a temperature insensitive diode laser that has an operating temperature range of -50C to +150C. The temperature insensitive laser must be tolerant to high shock and vibration loading (~10,000 Gs axial direction, ~ 4,000-5,000 Gs lateral direction). Typical operational constraints for the temperature insensitive laser are ~30 joules nominal, ~15ms pulse, 6-10Hz duty cycle and an output wavelength range from 750nm to 2 microns. Life expectancy; typically 10,000-20,000 pulses total over a period of several months to twenty years. The exit beam diameter should be no smaller than 5mm nor exceed 10mm at a distance of 1 meter. The physical package size is limited to 22 mm diameter X 100 mm long. The laser will be in intimate contact with and located within a confined space and must tolerate the overall temperature excursions of the weapon with no active heating or cooling provided to the laser. The selected Offeror will be required to deliver successful laboratory tested prototypes to the Government for Government planned testing and evaluation. The selected Offeror will be required to evaluate and analyze the results from the Government planned testing and provide and demonstrate corrective actions/process improvements performed, as necessary. The selected Offeror shall be responsible for supplying all test hardware, equipment, and instrumentation necessary for verifying and validating output power, operational temperature range, etc., other than the Government planned testing referenced above. Interested Offerors shall be required to have expertise and/or significant knowledge in the field of diode lasers, extensive expertise and experience with developing test procedures and conducting laboratory verification/validation testing, and extensive expertise and experience in performing analysis relevant to temperature insensitive diode lasers. A summary of the personnel skill levels, equipment, and facilities to include technical knowledge, experience, and areas of expertise relevant and necessary for conducting this effort shall be included in the interested Offerors response. Interested Offerors shall also provide a description of test procedures that they can perform in-house that demonstrates that they have a good understanding of the type of testing they will need to perform to verify the temperature insensitivity of the diode lasers. Above information shall be provided in the Offerors response at no cost to the Government. All information is to be submitted at no cost or obligation to the Government;information provided will not be returned. Responses should be limited to no more than twenty (20) pages. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, NO LATER THAN 30 June 2008.
