- Description
- The Space and Naval Warfare Systems Command (SPAWAR) Comptroller Code1.0, intends to issue a follow-on sole source contract under the authority of10U.S.C 2304(c)(1) and FAR 6.302-1, to L-3 Services, Inc., 13000 Lincoln Dr. W.,Ste 400, Marlton, NJ. The contract award is anticipated to be 1 October 2008.The contract length is for no more than 3 years (1 base year and 2 one-yearoptions). The contract scope includes the continued operation of the FMIS2000(Financial Management Information System 2000) financial managementapplication and the Automated Standard Accounting and Reporting SystemInterface Program (ASIP). Only L-3 Services, Inc., the incumbent contractor,has the specialized workforce and system documentation needed to providesystem maintenance to FMIS 2000 and ASIP applications and to maintain therequired interfaces with the comptroller's financial systems. The FMIS2000 andASIP applications are unique to SPAWAR. The incumbent has been performingunder contract N00039-05-F-7777 which was awarded as a sole sourceprocurement. L-3 Services, Inc. is the successor to Program SupportAssociates, the sole design agent for FMIS2000 and ASIP, and the soleemployer of the remaining people with the knowledge of highly specializeddesign, coding, and database structures. L3 Services Inc. is currently the onlyvendor capable of providing the follow-on support to seamlessly maintain,upgrade and enhance the software. It is the only vendor with the necessaryexpertise and experience to provide the required services without unacceptabledelays and duplicative costs to the Government. The Government intends toissue a request for proposal to L-3 Services Inc. without further notice.
