- Description
- The US Army Corps of Engineers, Memphis District intends to issue a Request for Proposal (RFP) for Trotters II, MS Relief Wells and Delta Relief Wells in Tunica County, Mississippi. This is an UNRESTRICTED procurement; all responsible sources may submit an offer. When applicable, Federal Acquisition Regulation (FAR) clause 52.219-4, entitled Price Evaluation Preference for HubZone Small Business Concerns, will be applied to this procurement. The acquisition method is a negotiated procurement using the lowest price technically acceptable source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The project consists of installing 41 relief wells for Trotters II including installation of relief wells, excavation, culvert installation, riprap placement, environmental protection and establishment of turf. There is an option for installing 21 relief wells at Delta depending on funding. This work will include installation of relief wells, excavation, culvert installation, riprap placement, environmental protection and establishment of turf. There are sixteen (16) sheets in the set of drawings. The estimated value of the proposed work is between $1,000,000.00 to $5,000,000.00. The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $31 million. Interested companies should be registered in CCR, http//www.ccr.gov, with representations and certifications available through OCRA, http://orca.bpn.gov. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFARS clause 252.204-7004 ALT A, entitled Required Central Contractor Registration). The Request for Proposal will be posted electronically on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/solicitation_search_form.cfm on or about 15 July 2008, with proposals due about 30 days after issuance.
