- The Pension Benefit Guaranty Corporation (PBGC) has a requirement for System Engineering Services in support of the Premium Accounting System (PAS) Application Enhancements and Support Activities. PAS became PBGC’s operational and financial system of record in October 1995 for managing pension insurance premiums due from defined benefit plans under Title IV of the Employee Retirement Income Security Act. PAS is designed to Maintain the portfolio of PBGC insured defined benefit plans; Process the annual premium filing information (Form 1-ES, Form 1 and Schedule A); Calculate the premium, interest and penalty revenue due from each plan; Apply the cash received from each plan against amounts computed by PAS due to PBGC; Generate plan specific Statement of Accounts (SOAs) for unpaid premiums, interest and penalties, when appropriate; and, Generate Past Due Filing Notices (PDFNs) to those plans failing to file. PAS is a rules-based, table-driven relational database system. Certain modifications to processing rules caused by changes in legislation, regulations, policies, or procedures are supported through modifications to these tables. Other modification require enhancement to PAS's internally developed custom code. Most of the user interface with PAS is provided through a hierarchy of menus and options which use interactive online forms to perform updates, query the databases, and generate reports. The Premium Accounting system is supported by Oracle 8i (8.1.7.1) RDBMS, Oracle Forms and Reports 6i, and Pro*C products within a client-server architecture supported by the Solaris 8,Windows NT, and Windows XP operating systems. PAS also includes web services developed in Java supported by Oracle Application Server. Systems Engineering Services are defined for the purpose of this requirement as the set of activities related to the planning, design, development, implementation, operation and maintenance of PAS or to assist in integration with other systems. Systems engineering embraces the entire solutions life cycle, and generally include any one or more of the following system engineering services activities: Task Definition and Task Execution; Detailed Requirements Specifications; Alternatives Analysis; Detailed Design and Development; Testing; Implementation Planning and System Documentation; Data/File Conversion; Operations Turnover; User Training; Post-Implementation Review; Technology Consulting; Security; Operations and Maintenance; Configuration Management; and, Transition Support. The NAICS code is 541512. This procurement is for Full and Open Competition. It is anticipated that a single IDIQ award will result from the solicitation, and will have a twelve (12) month base performance period, and four (4) twelve (12) month option periods. Issued Task Orders will be Performance Based. The solicitation and any amendments will be distributed through the FedBizOpps.gov website. It is anticipated that the solicitation may be issued on/around July 8, 2008. Interested parties are responsible for monitoring the site to assure that they have the most up to date information about this acquisition. Paper copies of the solicitation and any amendments will not be distributed. Upon issuance of the solicitation, there will be an identified question and answer period. Other inquires regarding this solicitation must be sent to the Contract Specialist as identified in this presolicitation synopsis.
