- SMALL BUSINESS SOURCES SOUGHT ANNOUNCEMENTFOR PERSONNEL SECURITY AND FACILITY CLEARANCE PROGRAMS SUPPORT SERVICES The U.S. Department of Energys (DOE) National Nuclear Security Administration (NNSA) Service Center is committed to meaningfully increasing the involvement of the small business community in supporting its technical, scientific, and security endeavors. As part of this effort, this sources sought announcement is intended to determine whether this acquisition for security and safeguards support services is appropriate for a Small Business set-aside. The NNSA mission includes being a responsible steward of the Nations nuclear weapons. The NNSA is a vital contributor to reducing the global nuclear danger through its national security, nuclear safety, nonproliferation activities, and nuclear materials stabilization by supporting a safe, secure, reliable stockpile, and the safe dismantlement and disposal of excess nuclear weapons. The multi-disciplined NNSA Service Center security and safeguards programs are the first line of defense against the insider threat and are designed to protect our most vital national assets. These programs directly support weapons and national security objectives through an integrated nuclear weapon technology infrastructure and core competencies that ensure safety, security, and reliability of the enduring stockpile; ensure the safe and secure dismantlement of nuclear weapons; ensure the safe and secure staging of nuclear components and materials awaiting permanent disposition; ensure proper classification and controlled information guidance is provided to the NNSA; and provide for the protection of government property and personnel located at the NNSA Service Center and other sites located on Kirtland Air Force Base in Albuquerque, New Mexico. The NNSA personnel security program is an integral component of the integrated NNSA Service Center security and safeguards program by ensuring that only trustworthy individuals receive/maintain a DOE access authorization to classified matter or special nuclear material. The personnel security program also performs key tasks associated with NNSA Human Reliability Program, Homeland Security Presidential Directive-12, and the Facility Clearance and Foreign Ownership, Control and Influence programs. The purpose of this announcement is solely to determine the availability of small businesses having the interest and capability to provide personnel security program support services for the NNSA Service Center and its supported sites. A draft performance based work statement (PBWS) for this procurement is provided as an attachment to this web page (scroll to the bottom of the web page). The estimated value of this procurement is approximately $43 to $50 million over a five-year period, and a cost plus fixed fee level of effort contract is contemplated. The estimated date for RFP issuance is 1st Qtr FY09. Interested small businesses are requested to submit a statement of capability (SOC) that includes the following information: (1) Company Name and Mailing Address. (2) Point of Contact (name, title, telephone number). (3) Type of Small Business (Small Business, Small Disadvantaged Business, Woman-Owned Business, Veteran-Owned Business, etc.). (4) A statement indicating how your company determined it meets the size qualifications under the North American Industry Classification System (NAICS) Code 541690, which has a corresponding size standard of $6.5 million. (5) A brief statement describing how your company might propose to perform the percentage of work specified in Federal Acquisition Regulation 52.219-14(b)(1) under any of the following business models - (a) a single small business performs a majority of the tasks outlined in the PBWS as a prime contractor, (b) an affiliation and/or team of small businesses performs the entire or majority portion of the PBWS as a prime contractor; or (c) a single or affiliation/team of small businesses join with a large business entity to perform the entire PBWS (Note: If more than one firm is contemplated, include the capabilities of the other firms and identify which aspects of the PBWS would likely be performed by which firm). (6) A brief summary of your company experience and past performance within the last 5 years as it relates to the requirements outlined in the PBWS. Each company experience (Government or Commercial) summary should include (a) contract/project title and ID number, (b) brief description of the project, (c) client/customer point of contact (name, address, phone), (d) dollar value of the contract/project, (e) period of performance of contract/project, (f) relevance of contract/project to the PBWS, and (g) past performance rating demonstrating the capability of the firm(s) to successfully perform the work described in the PBWS. This announcement is being used solely to determine if sufficient small business interest and capability exists to set aside this acquisition for Small Business; this is not a request for proposals, and a SOC is not considered to be a proposal. Large businesses shall not respond to this announcement but should consider teaming with a small business or a team of small businesses. SOCs shall not exceed ten letter-size (8.5x11) pages using 12-point font; any pages submitted in excess of ten pages will not be reviewed. SOCs must be submitted electronically using the DOE e-Center Industry Interactive Procurement System (IIPS) at http://e-center.doe.gov. Submission of SOCs by means other than IIPS is not authorized; therefore you must register with IIPS since only SOCs submitted using IIPS will be reviewed. The deadline for submittal of SOCs is Friday, June 13, 2008 at 10:00AM Mountain Standard Time; any SOCs received after the time and date specified above will not be reviewed.
