- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Thermo Electron North America LLC, 5225 Verona Road, Madison, WI 53711. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Thermo Electron North America LLC is the only known source capable of meeting the Governments requirements due to several feature functions offered by the Evolution 600 Spectrophotometer and accessories. This instrument is best suited for the reasons that it has a very accurate wavelength range to show very fine structures, and functions as both a UV-Vis Spectrophotometer and a Stopped Flow Spectrometer due to dual mixing chambers to allow for the study of reaction kinetics. This spectrophotometer has a wavelength range from 190 to 900 nm and is accurate to within 0.10 nm. It has an internal spectral bandwidth that is selectable from 0.2 to 4.0 nm. This will allow the operator to set the spectrophotometer to necessary bandwidth according to concentration of the solution. It comes with RS-232-C interface to allow direct connection to a computer for use with the very powerful VISIONpro and VISIONlife software that accompanies it. This software allows scanning applications to be run with all peak data being saved into a spreadsheet for further analysis, adds the ability to monitor and calculate reaction kinetics, and measures the concentration of a sample overtime. The high-performance Evolution 600 offers the widest selection of accessories to measure the most demanding samples. Most samples used are the aqueous solutions and rates of reaction are very important. The Evolution 600 offers a Rapid Mixing Accessory which mixes two samples together with no lag time and takes an immediate recording. Via data acquired with this accessory, VISIONpro software can calculate the kinetics for the reaction. A necessary accessory to this is the Peltier Water Circulator. This accessory allows the sample to be set at a certain temperature. This is necessary for studies that deal with degradation/formation at increased or decreased temperature. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 CST on 2 June 2008. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
