Description
To: Lockheed Martin Missiles and Space, King of Prussia PA Authority 10 U.S.C 2304 (C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the allotted time frame provided within the forthcoming solicitation will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement consists of Phases three through six and each of the engineering phases will consist of designing and developing replacement subassemblies for the LFIC/RFIC, creating engineering drawings, modifying related software, purchasing and/or fabricating parts or cables, and validating all new devices. Phase 3 will consist of identifying the replacement and installation of the Power Supply and Scanner. Phase 4 consists of identifying the replacement and installation of the Measurement and Control Processor. The final phases, 5 and 6, consist of identifying replacements and installation of the Signal Conditioning Trays and Modular Power Supply chassis. It is the Government's intent to award all 6 phases under one contract to one contractor. This effort will not be divided or split out between multiple contractors. The Basic Contract Period will include Phases 3A, 3B, and 5. Option Period 1 will include Phases 4A, 4B, and 6. Option Period 2 will include the RFIC. Anticipated Contract Award date is September 2008. Anticipated Contract Completion date is September 2012.
