- Statement of Work Project # HKRZ082001 INSTALL UTILITY MONITORING BASEWIDE 188th Civil Engineering Squadron, Arkansas Air National Guard 1.0 Scope 1.1 The contractor shall provide the necessary personnel, equipment, and materials required to provide and install utility monitoring devices to buildings on base as designated in this Statement Of Work (SOW). All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws and regulations, ANG policies and regulations, and this SOW as outlined below. The site of work is the Arkansas Air National Guard, 188th Fighter Wing, Ft. Smith Regional Airport, Ft. Smith, Arkansas. 1.2 The tasks of the SOW are: * Provide and install gas meters equal to Sierra instruments 640S insertion style, thermal gas flow configured for natural gas pulsed output. The meter shall communicate directly with the existing Base Siemens EMCS for consumption reports. Gateways and/or black box converter devices are not allowed. * Provide and install Digital Energy Monitors (DEM) equal to Seimens Series 1000/2000 Electric Meters. The DEM's shall communicate directly to the existing base Siemens EMCS for monthly reports. Gateways and/or black box converter devices are not allowed. * Tie meters into DDC controls * Write software to integrate meters into DDC system *Meters need to monitor and send the following data: KW, KWH, Volts all phases, Amps all phases, PF, CCF (applicable to type meter) * Data needs to be stored at the local level if communication to central is interrupted for 45 days * Data at the central head end needs to be programmed to be able to record each piece of data hourly, daily, monthly, yearly, at intervals of 15 minutes. * Changes of recording intervals need to be user friendly. * All recorded data must be available on an excel spreadsheet. * Provide 8hr training * Provide 1 year warranty whole system * Provide minimum of three site visits for follow up support * Provide any required meter calibration for one year *Installation to meet ANG ETL 01-1-1 requirements *Installation to meet NEC requirements *Meter is to be Digital/solid state *Accuracy 0.5% DESIREABLE *Total Harmonic Distortion *Local read out at the meter 2.0 Description and location of tasks 2.1: Building 102, SP Operations : Provide and install (3) gas meters for building total. Install electronic components in weather tight enclosure. Add new DDC controller for I/O termination and network to the base Siemens Building Automation System (BAS) system. Provide and install (2) electric meters at primary electric panels. Add new DDC controller for I/O termination and network to the base Siemens BAS system. 2.2: Building 108, Base Supply: Provide and install gas meter at main building feed. Install electronic components in weather tight enclosure. Add new DDC controller for I/O termination and network to the base Siemens BAS system. Provide and install electric meter at primary electric panel. Add new DDC controller for I/O termination and network to the base Siemens BAS system. 2.3: Building 200, Hanger: Provide and install (2) gas meters for building total. Install electronic components in weather tight enclosure. Add new DDC controller for I/O termination and network to the base Siemens BAS system. Provide and install (2) electric meters at primary electric panels. Add new DDC controller for I/O termination and network to the base Siemens BAS system. 2.4: Building 500, Base Engineering and Admin: Provide and install gas meter at main building feed. Install electronic components in weather tight enclosure. Add new DDC controller for I/O termination and network to the base Siemens BAS system. Provide and install electric meter at primary electric panel. Add new DDC controller for I/O termination and network to the base Siemens BAS system. 2.5: Main Base Gas Meter: Provide and install Master Gas meter where gas enters the base. Install electronic components in weather tight enclosure, provide trenching and install wiring in schedule 40 PVC conduit where wiring is under ground. Provide under road boring where cross walks and roads are of issue. Add new DDC controller for I/O termination and network to the base Siemens BAS system. 2.6 Main Base Electric Meter(s) : Provide and install master electric meter where electric enters the base. Install electronic components in weather tight enclosure, provide trenching and install wiring in schedule 40 pvc conduit where wiring is under ground. Provide under road boring where cross walks and roads are of issue. Terminate I/O's in existing DDC controller. 3.0 Contractor's Fire Protection: Contractor shall provide his own fire protection to include fire extinguishers. Open flame devices or arc welding is not permitted except when a permit has been applied for and received. Permits shall be obtained from the Base Fire Department, and are required 24 hours prior to using any open flame devices or welding devices on base property. 4.0 Security: Before working on base all workers shall check in with 188th Security Forces Pass and ID office and obtain the proper passes required for base access. Access shall be limited to the locations of work to be completed and the contractor shall restrict all workers to the immediate work area due to security issues on base. The contractor shall be responsible for security of his work site to include equipment until accepted by the government. Should access be required to restricted areas this shall be brought to the attention of the Contracting Officer (CO) and an escort will be provided. 5.0 Damage to Government Property: The contractor shall immediately notify the government project manager if any Government property is damaged by the Contractor's operations and immediately repair or replace the damaged item to match the existing at no additional cost. 6.0 Performance Period: 90 Days 7.0 Material Submittals: The contractor shall submit to the CO for approval all items listed on attached Material Submittal Schedule, AF Form 66 within 10 calendar days of the notice to proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval. Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 14 calendar days and maximum of 30 calendar days for the Government's processing of material submittals. The contractor shall not order, deliver or install any materials without CO's material approval. Remove any materials on site, which have not been properly approved. 8.0 Differing Site Conditions: Bring any unforeseen project conditions to the attention of the CO immediately. Differing site conditions, which may alter the scope of work, shall be approved by the CO prior to such work being performed. 9.0 Contractor's Equipment & Supplies: Store all Contractor tools, equipment and supplies in a location approved by the government project manager, on or off base property. Government shall not be held responsible for missing or damaged contractor owned equipment or materials. 10.0 Trash, Refuse & Debris: The contractor shall not use any government disposal bins, dumpsters or trash receptacles for any reason at any time. The contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacles location(s) shall be coordinated through government project manager. The contractor shall not allow debris to leave the work area due to potential damage to aircraft engines. Contractor shall coordinate with the base Environmental Management Office (EMO) prior to disposing any materials off base. All debris or trash shall be disposed of off base. All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris. 11.0 Material & Equipment Accountability: Notify the government project manager prior to delivery of any material or equipment to the site. The contractor shall ensure someone is available to receive delivered materials and able to store them safely in an area to be coordinated with the government project manager. Any materials delivered without prior coordination and without having someone to take receipt, shall not be accepted and turned away. 12.0 Material & Equipment Accountability: Notify the government project manager prior to delivery of any material or equipment to the site. Any materials delivered without prior coordination and without having someone to take receipt, shall not be accepted and turned away. 13.0 HOURS OF OPERATION: 7:00 a.m. - 4:30 p.m. Monday through Friday except on Federal and State Holidays. 14.0 General Notes: Any wiring done outside shall be installed in conduit. All low voltage wiring in mechanical rooms shall be plenum rated installed in a neat manner ran exposed. NO third party devices i.e Black Boxes, Gateways, Drivers, Processors etc are allowed. The consumption shall be calculated and reported to the existing operator workstation. Totals on a monthly report shall be emailed to the owner. Contractor shall modify the existing base EMCS operator workstations graphics and programming to reflect the changes made as part of this project.
