- STATEMENT OF WORK INTRODUCTION The National Mediation Board requests a two-year proposal with three additional one-year options for delivery of services related to the agency's Corporate Memory, Knowledge Store, and records management program. BACKGROUND AND PURPOSE The NMB is an independent federal agency established by the 1934 amendments to the Railway Labor Act of 1926 (RLA), whose primary mission is to prevent or minimize labor-management disputes affecting interstate commerce. NMB programs provide an integrated dispute resolution process to effectively meet the statutory objective of minimizing work stoppages in the airline and railroad industries. The NMB is the only agency in the U.S. federal government to have a NARA-approved all-electronic records schedule. The NMB currently manages its internal electronic data using a Corporate Memory (CM) data base, and its external, public information using a Knowledge Store (KS) data base, both of which are currently managed with the assistance of a contractor, Knowledge Applications Services (KAS). The CM data base includes full text and metadata indexing and an integrated case management system. Both the CM and KS data bases are integrated with authority data bases. DELIVERABLES • Remotely located servers for CM and KS data bases; • Redundant back-up for both data bases, including an on-site archive; • Current document, case, and records management software; • Consultation on the merger and managing of CM and KS data bases into a unified system (including case management and authority data bases); • Consultation on NARA requirements and records management; • Consultation on e-work process engineering; • Routine quality control checks, system-wide; • Work with user groups inside and outside the NMB; • Consultation on the creation and implementation of authority files and other techniques to increase retrieval precision. PROPOSALS DUE All Proposals must be received by Close of Business (5:00pm Eastern time) on July 11, 2008. PAYMENT Payment will be made in accordance with the clauses of the contract entitled "Prompt Payment" (FAR 52.232-25), Progress Payments (FAR 52-232-16) and Payments (FAR 52.232-1). This is two-year contract beginning with FY 2009, with three one-year options. VENDOR EVALUATION CRITERIA Vendor proposals will be evaluated on: • Ease of integration with current NMB systems; • Cost; • Quality of hardware and software; • Key personnel experience in NARA requirements and records management (records management, use of authorities, information retrieval in an electronic library, and working with use groups).
