- Description
- The Social Security Administration (SSA) intends to negotiate solely with SoftBase Systems, Inc. of 1200 Ridgefield Blvd. Suite 290 Asheville NC USA 28806, under the authority of 41 U.S.C. 253 (c) (1); FAR 6.302-1. This action will allow SSA to upgrade the licensing and maintenance support of TestBase software from 1600 MIPS to 1750 MIPS. The software is currently installed on System 81 (LPAR 51 only) in the National Computer Center. TestBase software allows quick retrieval of manageable subsets of referentially intact data from DB2 databases around the enterprise, thorough testing and validation of proper functioning of all DB2 application enhancements, and ensures that all sensitive production data remains completely private during testing. It is used to significantly reduce the time to set up and validate DB2 applications. The vendor (SoftBase Systems, Inc.) owns all proprietary rights to the software's source code. The vendor is the only responsible sole source for maintenance support, upgrades, update and fixes; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed contract for the maintenance and software license upgrade. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under 41 U.S.C. 253 (c) (1); FAR 6.302-1 procedures for the period of 05/17/2008 to 09/30/2008. Responses to this notice should be submitted by 3:00 pm on May 29, 2008. Request for copies of a solicitation will not be honored
