- The Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Hydrologic Development (OHD) intends to solicit on a non-competitive basis with Deltares, Delft, of the Netherlands to purchase specialty software engineering and consulting services to implement NOAA's Community Hydrologic Prediction System (CHPS). Delft developed a CHPS Pilot system based on their Delft-Flood Early Warning System (FEWS) under a previous contract. Using Delft-FEWS infrastructure, the NWS River Forecast System (NWSRFS) architecture is expected to evolve from operating as a single procedural application to running as a more modular suite of components, the Community Hydrologic Prediction System (CHPS). This CHPS FEWS Pilot is now installed at four (4) NWS River Forecast Centers (RFCs): Arkansas-Red Basin (ABRFC, Tulsa, Oklahoma), California-Nevada (CNRFC, Davis, California), North Central (NCRFC, Chanhassen, Minnesota), and Northwest (NWRFC, Portland, Oregon). With this work, the OHD will develop an operational CHPS based on the Delft-FEWS infrastructure which leverages the CHPS FEWS Pilot. The work goal is to provide all thirteen (13) RFCs an operational implementation of CHPS and to help them complete a successful migration away from the NWSRFS to CHPS. Preliminary analyses conducted to date have revealed the need to make some NWS-specific enhancements to the Delft-FEWS system itself. Additional analyses will be required to determine how to modernize current hydrologic model calibration and ensembles capabilities. From the perspective of a full end-to-end river forecasting process the project would additionally entail an analysis of locally-developed software applications (referred to as "local applications") to determine which, if any, could and should be incorporated into CHPS. Local applications have been written by RFC personnel who possess software programming skills, and who have developed computer programs for specific local use. Identification of non-FEWS software development might result from the analysis. Implementation of operational CHPS will also cover a full range of activities associated with non-software components, such as: Marketing; Planning; Evaluation of hardware needs; Coordination; Configuration; Documentation; Deployment/installation; Operational support; Training & Workshops. NWS OHD needs to meet a major project milestone which is the Specification Workshop scheduled for June 16, 2008. In order to meet this major project milestone, this requirement has been broken up into two (2) phases. The phases are described in detail in the attached statement of of work. The period of performance for the entire project is for four (4) years. This requirement is being accomplished in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 253(c)(1), FAR Subpart 12 Acquisition of Commercial Items, and One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements in accordance with FAR Clause 52.225-5 Trade Agreement. Vendors who believe they can satisfy the Government's requirements, see attached statement of work, are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates their thorough knowledge and understanding of CHPS. All responsible sources must submit a written document that clearly ability to successful accomplish the CHPS implementation requirements. This documentation is needed to determine the bona fide capability to meet the requirement. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received in response to this synopsis, is solely within the discretion of the Government. Affirmative written responses must be received no later than June 11, 2008, 2:00pm Eastern Time.
