Description
1. SCOPE. Background: The mission of the U.S. Army Rapid Equipping Force (REF) is to equip operational commanders with Commercial off the Shelf (COTS) and Government off the Shelf (GOTS) solutions in order to increase effectiveness and reduce risk. The REF receives requirements from operational commanders setting forth necessary capabilities. The REF is charted by the Senior Army leadership to provide material solutions to meet these requirements in a significantly reduced timeline compared to traditional Department of Defense acquisition procedures. 1.1 Counter-Insurgency Operations (COIN) in Iraq require small contingents of Soldiers to be located at Joint Security Stations (JSS) and Combat Outposts (COPs) away from the main logistical support. Although mission essential requirements of food water, ammunition, fuel are met by Service, forces, power is often foraged off the local economy or provided in an ad hoc manner via the local power grid or ad hoc generators of various types cobbled together. Military Table of Organization and Equipment (MTOE) Power requirements previously limited to the battalion level of organization are now required at the company level. Resolution of this issue is essential to the safety of our individual soldiers as well as the security of the outposts. 1.2 JSS/COP power requirements may be met by providing a clean power converter which is able to simultaneously accept multiple power sources to include power generators, grid electricity, and allow for future wind and solar inputs while conditioning the power to eliminate spikes, and provide limited back up during short periods of interruption due to repair or blackout. The REF is looking for a low cost single piece of equipment or integrated solution which is able to receive multiple inputs and provide clean stable power as an output. System must be easy to operate by any Military Operational Specialty (MOS) and grade with minimal user level training. 1.3 Experience and information obtained from this request for information will be provided to Army Product Manager for Mobile Electric Power. 2. REQUIREMENTS. The REF is looking for a single piece of equipment, an intelligent controller, that is able to receive multiple inputs and provide clean stable power as an output. 2.1 The controller shall be capable of providing power output in a form that meets power needs of both host country (220 VAC/50 Hz and standard US (120 VAC/60 Hz) equipment. 2.2 When connected to multiple inputs, the controller output is capable of providing clean, stable, and continuous power at 35-50 kW, with a peak to 75 kW. 2.3 When connected to multiple inputs, the controller serves as the interface between the inputs and outputs for the entire power needs of a security station or combat outpost. 2.4 The controller shall have input and output indicators that assist operators with limited electrical training to understand and mitigate potential power failures for setup and installation. 2.5 The controller shall provide safe and intuitive interfaces for inputs and outputs to setup and install connections within ten (10) minutes by Soldiers with limited electrical expert knowledge. Plug and play system should consist of color codes or similar user-friendly method for set-up and operation. 2.6 The controller shall be at a maximum two-man portable with an objective goal of one-man portable. 3. DELIVERABLES 3.1 Specific information on industry capability to produce a clean power controller that can meet the requirements identified in para 2 above.
