- Reference the Joint Project Manager Nuclear Biological Chemical Contamination Avoidance (JPM-NBCCA) APBI conducted April 14, 2008, at RDECOM Conference Center Auditorium,Edgewood,Aberdeen Proving Ground for the CBDEWS. Below are Questions submitted and Answers. Due to limitation maximum character count allowed, Questions 65 thru 87 are included in this posting as PART II and Questions 1 thru 64 have been posted in separate posting as PART I. The attendee list will not be posted. Solicitation number W911SR-08-R-8999 is assigned for reference and information purposes only and is not to be construed as a definite requirement or solicitation document. PART II QUESTIONS AND ANSWERS -Q-- 65. Are there funds available for S&T from the government? ANSWER- The JPEO CBD and the JSTO are aligning efforts to support the CBDEWS program and announcements should be forthcoming in the near future. -Q-- 66. Will you have money? What type? When? ANSWER-Limited funds are available in the near term to support the FY08/09 demos. Required Research, Development, Test and Evaluation (RDT&E) and production funds have been identified and submitted in the current POM development. Funds are expected to be available in FY10. -Q-- 67. What are the funding lines for 2008, 2009, 2010, etc.? ANSWER-Funds have been submitted in the current POM, but not yet approved. Amounts are uncertain at this juncture. -Q-- 68. What is the budget for this effort-contractor parts? ANSWER-See answer to questions 65-67. -Q-- 69. Is the program funded? $ by year? Type? - if unknown at this time, when will that info be available?ANSWER-See answer to questions 65-67. -Q-- 70. What type of funding is available to take TRL 6 technologies to product? (FY08, 09) ANSWER-See answer to questions 65-67. -Q-- 71. Can you comment on the budget for demos? ANSWER-See answer to questions 65-67. -Q-- 72. Is FY08 & 09 funding approved for CBDEWS? Is it in the FY10-15 POM? ANSWER-See answer to questions 65-67. -Q-- 73. Can you comment of budget requests for this program in the POM? ANSWER-See answer to questions 65-67. -Q-- 74. Is Sep/Oct 08 demo funded by JPM NBC CA or do contractors need to pay their own way? ANSWER-See answer to questions 65-67. - The CBDEWS program has identified and contacted specific technologies for the September 2008 demo. In addition, contractors who are not supporting 'official' parts of the CBDEWS prototype will be provided the opportunity to participate at their own cost (labor, travel, logistics support, and shipping and handling of their items). -Q-- 75. Slide number 19 'Acquisition Strategy' mentioned 'partnering'. Please describe how the government envisions partnering? ANSWER-Both the JPM NBC CA and the contractor have rights and responsibilities and a mutual commitment is established. The JPM NBC CA would like to provide a fair and consistent dialog with all contractors. Partnering is not mandatory and participation is voluntary. Please review the Army Materiel Command (AMC) Guide to Partnering, 1995. -Q-- 76. Will there be Milestone (MS) B/C Milestone Decisions? Either formal or informal? ANSWER-Yes, CBDEWS will follow a formal Milestone process. The Milestone process will be tailored. There may be multiple capabilities documents for a given operational scenario or there may be one capabilities document with multiple annexes. The requirements documents have not been developed and development will need to be coordinated between Joint Requirements Office (JRO), Chem School and JPM. -Q-- 77. What do you envision as the 'risks' for hyper spectral that needs to be mitigated? ANSWER-Risks include: technical risks of achieving the detection goals, schedule risks if funding is not applied early, and cost risks if the item cannot be manufactured more affordably than current costs. -Q-- 78. Is the CBDEWS opportunity a S&T effort (DTRA lead) or led by JPM NBC CA? ANSWER-The CBDEWS program is expected to be a program of record led by the JPM NBC CA and supported by the JSTO for future technologies. -Q-- 79. Is the emphasis on sensors or network? ANSWER-Emphasis is on the network of SENSORS and fusion of DATA from them to provide better information, awareness and understanding to the war fighter. -Q-- 80. Whom may we call to set up a presentation of our current capability? Is it limited to domestic sources only? ANSWER-No. -Q-- 82. Will there be discussions/workshops with industry to share ideas?ANSWER-The JPM NBC CA is currently dialoguing with industry to share ideas. -Q-- 83. Will a list of attendees and copies of slides be made available? ANSWER-The CBDEWS APBI slides has been uploaded to the JPEO website and a link provided on FedBizOps. The Attendance Sheet will not be published at this time. -Q-- 84. What is the process of transitioning a product to manufacturing?ANSWER-From a ground zero perspective, a product must meet specific developmental and operational test gates to ensure it is ready for manufacturing and fielding. Criterion usually entail technical performance and survivability/suitability concerns of the intended environment. -Q-- 85. Are you doing Chem/TICS/BIO/NUC? Same on all? PAWSS or/and Standoff? ANSWER-The intention is to develop a system that can incorporate all facets of CBRN. However, the focus is on Chemical and Biological, including TIMs. Requirements will vary depending on the intended use of the subsystem. -Q-- 86. If product must be at TRL6? what is the role of S&T? Is there a DTRA S&T role in this program? Will it be issued as a Broad Agency Announcement? ANSWER-The product must be TRL 6 to transition to the planned CBDEWS program of record for further development, integration, and testing. The JSTO is our partner in developing technologies to meet the TRL 6. BAA's will be issued to support CBDEWS needs. -Q-- 87.
