Description
Sources Sought Notice CAC and Ft. Leavenworth Mission Support IDIQ This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 541690, Other Scientific and Technical Consulting Services, with a small business size standard not to exceed $6,500,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 541690? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a certified Service-Disabled Veteran Owned Business? Please provide a capability statement addressing your organizations ability to perform as a prime contractor the work described in the draft PWS below, please note that much of the anticipated work may require performance at the governments facility at Ft. Leavenworth KS. Contractor personnel may be required to have a Department of Defense Secret security clearance to perform the required work. Please provide only general capabilities relative to the work in the PWS as this is not a solicitation and no responses will be considered as proposals to perform the work. This is market research information only. This Sources Sought Notice does not pertain to Competitive Outsourcing under A-76. This is not request for proposal and in no way obligates the Government to award any contract. Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. No solicitation is currently available at this time. DRAFT SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS B.1. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES This Indefinite Delivery Indefinite Quantity (IDIQ) performance-based contract will be used as a means to provide services to units and activities of the Combined Arms Command and Ft. Leavenworth to further the accomplishment of their missions in a timely manner. This contract requires quick response capability, with performance according to specifications identified in individual Task Orders that will be issued over the life of the contract. This contract will enable CAC and Ft. Leavenworth to improve its technical, management, and administrative operations by significantly reducing the amount of time and labor required to obtain critical contract services. SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.1. STATEMENT OF WORK Individual Task Orders are expected to include work that will require performance in one, or a combination of, the Functions Areas (FA) described below: FA 1 Doctrine Development FA11 IT Support FA 2 Organization Development FA12 Exercise Support FA3 Training and Training Dev. FA13 Data Collection and Analysis FA4 Combat Development FA14 Studies and Analysis FA5 Material DevelopmentFA15 Military Research FA6 Leader DevelopmentFA16 Knowledge Management FA7 Personnel DevelopmentFA17 Mapping and Terrain Analysis FA8 Simulation DevelopmentFA18 Publication Production FA9 Software Development Note that any awardee shall possess, or have the demonstrated ability to rapidly acquire, the technical capability to perform work in all of the Functional Areas above. C.1.1Functional Area Descriptions FA 1: Doctrine Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Doctrinal Development missions including but not limited to: developing and writing draft and final manuals for Army and Joint Combined doctrine; writing and illustrating draft and final doctrinal papers, manuals, and literature; reviewing and analyzing Army and Joint service manuals; research, analyze, review and evaluate existing Army and Joint Doctrine to recommend new Army and Joint doctrinal requirements; assess emerging technology, current operations, general officer guidance, new equipment, training exercises, and lessons learned for inclusion into emerging doctrine. FA 2: Organization Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Organizational Development missions including but not limited to: (Organizational development requirements are defined as changes to any of the Armys Tables of Organizations and Equipment (TOE) or Table of Distribution and Allowances (TDAs) or the development of new TOEs and TDAs);, analyzing, developing and documenting the modification of and integration of organizational development requirements for existing or new organizations including manpower and equipment requirements resulting from changes in doctrine, concepts, acquisition of new equipment, or significant restructuring of a Military Occupational Specialties (MOS); developing Unit Reference Sheet (URS) and related documentation; conducting and writing Force Design Updates (FDUs) including FDU research and analysis, issue development, preparation of FDU package documentation, and FDU coordination; participation in TOE developmental and review processes; analyzing and assessing organizational structures, staff functional duties, analyzing and assessing staff information flow, staff interface requirements, information requirements, and timeline requirements to enhance joint combat operations; develop and propose organizational or staff functional modifications to minimize personnel requirements while maximizing operational functionality; prepare concept papers, briefings and experiments to validate proposed organizational or functional changes. FA3: Education and Training Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Organizational Development missions including but not limited to: analysis and development relating to individual and/or organizational education and training; curriculum development and writing; course design development and writing; lesson plan development and writing; conducting training sessions; providing instructors; developing, assessing, analyzing, documenting, modifying and integrating CAC Unit, Institutional & Individual Self Development training support capabilities and requirements; defining and developing enhanced training solutions for integration into a variety of Army curriculums; developing and writing classroom exportable, distributed Learning training programs (dL); providing on-line instructors-facilitators, adapting classroom-based instructional material and courseware for delivery in a dL environment, identify individual tasks, assess new and emerging training technologies for suitability to enhance training capabilities; develop and deliver multi-media training materials, CD-ROM, or virtual reality immersive classroom modules; relating to Army joint tactical operations training and battle command training, FA4: Combat Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths combat Development missions including but not limited to: analysis of emerging technologies that have the potential to enhance Battle Command capabilities including performing evaluations of technologies and/or products which may be in conceptual, prototype or operational forms; conduct studies, concept definitions, system definitions, capability assessments and appropriate testing of technologies and/or products that have the potential to enhance Battle Command capabilities; conduct demonstrations to determine how emerging technologies impact the battlefield of the future including general demonstration event support; develop and write visions and concepts of operation and experimentation plans for Battle Command experimentation ( a vision is defined as a rudimentary abstract description that provides a holistic view of Army capabilities leading towards a desired end state. A concept translates the vision into a more detailed, but still abstract description, of some future activity or end state. Concepts are distinguished on four levels: 1) a holistic future War Fighting concept; 2)Operational Concepts are subordinate to and augment overarching concepts but provide more details; 3) Functional concepts describe a broad based function that impacts the entire CAC function; 4) Branch concepts are to resolve branch specific requirements; research, analyze, develop and write Battle Command system operational requirements per applicable Joint Capabilities Integration Development System (JCIDS) and TRADOC Capabilities Development and Integration System documents; 6) develop and documented system interface requirements needed to link C4I processing and dissemination systems with appropriate command decision centers and wargaming/simulation capabilities; recommend man-machine interface (MMI) requirements which best support the commanders needs for mission planning, course of action analysis, rehearsal, and execution; conduct mission analyses of the Armys tactical, operational and strategic command and control capabilities from a joint perspective to include doctrine, training, organizational, leader development, materiel, and soldier issues and identifying solutions to these deficiencies; research, analyze and formulate recommended rationale and linkages between the DoD modernization objectives, technology activities, military, government, academia, and industry; and explore recommended linkages related to current and future operational capabilities linkages related to current and future operational capabilities. FA5: Material Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths combat Development missions including but not limited to: developing, assessing, analyzing, documenting, modifying, integrating, CAC materiel requirements. (Materiel requirements are changes or additions to any of the Armys equipment or systems) ranging from modernizing existing materiel, parts replacement; major product improvements and remanufacture of existing materiel; research to identify a materiel solution to an identified need, deficiency or a desired capability. FA6: Leader Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths leader development mission including but not limited to: researching, developing, assessing, analyzing, documenting, modifying, integrating CAC Unit, Institutional and Individual Leader Development training and education support capabilities and requirements relating to education programs for Army NCO, Warrant Officer, Officer and Civilian education programs; conduct research and analysis on a wide range of topics related to Army leadership and Army leader development. FA7: Personnel Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths leader development mission including but not limited to: researching, developing, assessing, analyzing, documenting, modifying, integrating soldier and DA civilian employee development capabilities, providing training on both personnel processes and their supporting automated systems, development of long-range planning documents, and assessments of current personnel service support performance. FA8: Simulation Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths simulation mission including but not limited to: researching, analyzing, developing, writing and programming simulations, scenarios and models including new simulations/models and modifications to existing simulations/models. (Areas of simulation include but are not limited to, US and foreign forces operations, tactical, platform, and weapon systems, sensor systems for Army, Joint, and foreign militaries, C4I simulation and stimulation, logistics, terrain modeling) ; simulation and model research, analysis and experimentation; computer software writing and programming; fielding software at a variety of military locations worldwide; conduct proof-of-concept and test and evaluation of software and hardware for application to Army and Joint simulation system architecture; implementation of program control support and the preparation of position papers and engineering notes addressing implementation goals, approaches, issues, technical assessments, and program strategies relating to simulations and modeling; research, plan and conduct all aspects of the Verification, Validation and Accreditation (VV&A) process and accreditation; research, analyze and develop interfaces with Battle Command systems to enhance Battle Command training, leader development, operational mission planning, analysis, and execution in a joint operations environment; research and analysis of Battle Command system components and operational mission planning and execution functions; prepare digital mapping for incorporation into simulations and models FA9: Software Development Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths software development requirements including but not limited to: software development and modification. This FA excludes simulation and modeling software development. Examples of software that may require development are: academic and student focused suites, data base user interfaces, financial forecast spreadsheets, desktop office suite extensions and macros, business process workflow automation, customized electronic messaging forms, electronic message Web 2.0 integration, Service Oriented Architecture integration of legacy applications. FA10: Software VV&A Contractor shall conduct Verification, Validation and Accreditation of software and software modifications in accordance with DA Pam 5-11 as specified in individual Task Orders. FA1l: IT Support Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths IT Support requirements including but not limited to: System architecture development, IT Help Desk functions to include Level 1 and limited level 2 on-site software and hardware troubleshooting and repair, IT Security, systems engineering and systems integration analysis. Systems engineering may include the conduct of studies, independent analysis and simulations, providing technological assessments, systems definition, and technology demonstrations/experimentation, networking, hardware and software connectivity, interface development, prototype command and control hardware development, and prototype software programming. System integration will include technical analysis and assessments of integration approaches in the evolutionary analysis and assessments of integration approaches to include training and simulation system(s), defining preferred systems approaches for integration into existing tactical, operational, and strategic systems/simulations and providing considerations of cost and technical feasibility studies, database management, and general IMO support. FA12: Exercise Support Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Exercise Support requirements including but not limited to: preparing and shipping hardware, installing system hardware and software, operating hardware and software, troubleshooting hardware and software in support of a wide range of simulation exercises. Performance under this FA will require extensive contractor travel both within the US and overseas. Travel to dangerous locations may be required. Exercises to be supported may be virtual/simulations or other exercise support functions as described in individual task orders. FA13: Data Collection and Analysis The contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths data collection and analysis requirements including, but not limited to, planning, organizing, coordinating, researching, collecting, analyzing, developing, writing, and integration and dissemination of observations, insights and lessons (OIL) and tactics, techniques and procedures (TTP) from actual operations, training exercises, and experimentation programs. Collection entails the accumulation of operational and training records, individual and collective observations and feedback, documentation of considered analysis, and processes and procedures with outcomes for inclusion in specified online data repositories and collaborative networks. Analysis may involve: an initial front end analysis of data suitability; synthesis of key issues, observations and insights from the data, and identification of lessons and outcomes; extraction of appropriate data/information for integration into command/unit training strategies; application of metadata and integration into repository structure; determination of relevance to responses to Requests For Information (RFI); validation of observations, insights and lessons (OIL), tactics, techniques and procedures (TTP), and issues; and organization into a authoritative presentation for publication. Topics addressed may relate to tactical, operational and strategic doctrine, the Warfighting Functions, and their application in a contemporary operating environment and Army command and staff functions within a Joint-Interagency-Intergovernmental-Multinational framework, and Army Doctrine, Organization, Training, Materiel, Leadership Education, Personnel and Facilities (DOTMLPF), organizational design changes, training and tactical needs, materiel and communications requirements, unit readiness issues (ie. ARFORGEN cycle), operational issues (ie. Support to GWOT), Homeland Security / support operations or doctrinal necessities for supported units and organizations. FA14: Studies and Analysis Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Studies and Analysis requirements including but not limited to:. Study and analysis planning, execution, and reporting addressing a wide range of issues in the areas of policy, doctrine, organization, training, materiel, leadership, personnel, and facilities (PDOTMLPF). These tasks will support study planning, execution, and reporting. The areas of military expertise required for various efforts may range from that broadly encompassed by battle command, joint operations, military functional areas, weapon and/or support system capability, tactics, techniques, and procedures for both systems and units, current and future doctrine, to current and emerging threats. The areas of expertise required for research analysts may range from decision analysis to simulation. Analysis will encompass the full range of military operations across the spectrum of conflict in accordance with both current and future concepts and doctrine. FA15: Military Research Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Studies and Analysis requirements including but not limited to:. conducting a variety of military research activities in support of scenario and model development, experimentation, and analyses, and requests for information (RFI). This research support consists of, but is not limited to, topics involving operational, tactical, platform, and weapon system types for army, joint and foreign organizations and systems. FA16: Knowledge Management Contractor shall conduct a variety of activities in support of CAC and Fort Leavenworths Operational Knowledge Management requirements including but not limited to: professional forums (communities of practice), KM training, Knowledge assessments, knowledge enabling capabilities, knowledge systems, and application of the art of creating, organizing, applying and transferring knowledge to facilitate situational understanding and decision making. FA17: Mapping and Terrain Analysis Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Mapping and Terrain Analysis requirements including but not limited to:. evaluating and making recommendations related to Army and joint mapping programs from a technical and operational perspective, both from command and control system and modeling aspects. Cartography/mapping expertise shall include experience in the use of Geographical Information System software packages. FA18: Publication Production Contractor shall conduct a variety of activities in support of CAC and Ft. Leavenworths Publication Production requirements including but not limited to: Coordination, development, design, editing, the preparation of graphics and quality control related to publications for dissemination in electronic, Web based and print media of military-specific subject matter publications, using state of the art desktop publishing hardware and software to layout, design and publish products.
