Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-08-T-0129. A firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-25, effective 22 April 2008. North American Industrial Classification Code (NAICS) 334519 with a standard business size of 500 Employees applies to this procurement. This procurement is set-aside 100% for small business. All responsible sources may submit a quote which shall be considered by the agency. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: This procurement is a brand name or equal, if quoting equal please provide specifications. Contract Line Item Number (CLIN) 0001, Dynapack Evolution 4022 chassis dynamometer, with 2 each air fuel ratio meters, 2 each 30 inhg/60 psi transducer modules, 2 each temperature/ humidity sensors, 6 lug to 5 lug wheel adaptors for use with Toyota Products 4 each. The system shall be capable of being used as two 2WD dynamometer systems or one 4WD system. The system must be equipped with the following features, a graphical user interface, have the ability to be directly coupled to the wheel hub, easily transportable, must be able to operate without any dedicated shop space, shall have the capability to be stored out of the way when not in use, user selectable power correction (power correction is adapted from DIN and SAE standards to suit IDL applications), shall be able to used as an engine, transmission and drive line diagnostic aid, must be able to show detailed engine torque measurements. Further the system shall be capable of having user defined minimum to maximum rpm range, and user defined number of sample points for power curves. The system shall also have the capability to auto plot power, torque, temperature, pressure, air-fuel ratio / Lambda. The system shall be able to store all data results for comparisons with previous testing. The system shall also allow for dynamic tuning by having the constant speed, variable or peak power at any rpm set point. The system shall be equipped with a constant speed mode at any throttle opening for diagnostic purposes and engine mapping. The system shall allow for raw data to be exported into an industry standard text format for analysis in other programs. Finally the system shall be able to have data logging of torque, power, temperatures and lambda by rpm or time. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
