- The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with TestAmerica Laboratories, Inc., 5815 Middlebrook Pike, Knoxville, TN 37921 under the authority of Federal Acquisition Regulations (FAR) 13.106-1b, Only One Source Reasonable Available. The FBI intends to award a fixed price IDIQ contract with one (1) base year and one (1) option year for soil analyses of an EPA-type nature so that the data will be analytically sound and defensible. All samples must be processed within 48 hours of receipt in accordance with EPA guidelines. The vendor shall provide two main test methods: 8260 and TO-15. The 8260 method is a standard EPA for measuring a suite of over 60 volatile organic compounds. The TO-15 method is a direct air analysis of over 70 compounds at detection levels of in the parts-per-billion range. Laboratory Soil Volatile Organic Compounds (VOCs) Analysis Technical Specifications: Laboratory shall be able to perform USEPA approved methodologies Laboratory shall be able to perform USEPA 8260 method Laboratory shall be able to perform USEPA TO-15 method Laboratory shall be located with 10 mile (or 20 minutes) of the Anthropological Research Facility in Knoxville, TC. (Note: This is intended to reduce the risk of Volatile Organic Compound Loss) Laboratory shall have a minimum of 10 years experience in these analyses Laboratory shall be a full service analytical laboratory. All samples shall be processed at the Laboratory located within the 10 miles of the Anthropological Research Facility. (Samples shall not be sent out for analysis) Laboratory shall be able to provide soil sampling tools and implements as well as technical support Laboratory shall the full data output in Agilent Chemstation electronic format (i.e. CD-ROM) Laboratory shall be designed to fulfill the requirements of major federal and state environmental programs including RCRA/superfund for example Laboratory shall have the appropriate permits to handle soils (for example USDA foreign import permit). Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, TestAmerica Laboratories, Inc. is the only vendor capable of providing the required services. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Wednesday, June 11, 2008 by e-mail at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with FAR Parts 12 and 13. In order to be considered for an award, an offeror must be registered in the Central Contractor Registration Database at http://www.ccr.gov.
